Job Overview:
The National Consultant will work under the direct supervision of the project officer, engaging in collaboration and communication with various stakeholders in the USA. The consultant's primary responsibilities include monitoring technical and regulatory developments related to autonomous vehicle (AV) technologies, analyzing national AV strategies, and contributing to the development of a regional AV Partnership platform. The consultant will also be involved in drafting sections of the Regional Policy Guidebook, highlighting key opportunities and challenges associated with AV deployment. This role requires extensive research, stakeholder engagement, and the ability to synthesize information into actionable knowledge products.

Duties and Responsibilities:
  • Monitor Technical and Regulatory Developments: Stay updated on global, regional, and national trends in AV technologies, track evolving regulatory frameworks in the USA, and maintain a database of relevant stakeholders. Conduct fact-finding missions as necessary.
  • Policy Analysis and Knowledge Contribution: Analyze national AV strategies, draft national sections of the Regional Policy Guidebook, and ensure consistency across contributions from other consultants.
  • Regional AV Partnership Platform: Identify collaboration opportunities among stakeholders, gather feedback, and conduct outreach efforts to promote the initiative.
  • Knowledge Dissemination: Contribute to the development of knowledge products, including presentations and written materials, to share national learnings at regional or global events.

Required Qualifications:
The position requires a university degree in economics, business, engineering, international relations, or a related discipline. Candidates must have at least 5 years of experience in transport policy, smart mobility, or sustainable urban transport. Demonstrated expertise in analyzing regulatory frameworks and writing policy reports is essential. Experience with multi-country studies and collaboration with government and private sector stakeholders is also required. Desirable qualifications include an in-depth understanding of AV technologies and experience working with the UN Secretariat.

Educational Background:
A university degree in a relevant field such as economics, business, engineering, or international relations is required for this position. This educational background is essential to understand the complexities of transport policy and autonomous vehicle technologies.

Experience:
Candidates must possess at least 5 years of relevant experience in transport policy, smart mobility, or autonomous vehicle technologies. This experience should include analyzing regulatory frameworks and contributing to policy reports or technical publications. Familiarity with multi-country comparative studies is also beneficial.

Languages:
Fluency in written and oral English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not specified as a requirement.
