Job Overview:
The National Consultant will work under the direct supervision of the responsible project officer and is expected to engage in various activities related to the development and deployment of autonomous vehicle (AV) technologies. The consultant will monitor technical and regulatory developments, analyze national AV strategies, and contribute to the creation of a regional AV Partnership platform. The role involves extensive research, stakeholder engagement, and the drafting of knowledge products that provide insights into the deployment of AV fleets in China. The consultant will also be responsible for conducting fact-finding missions and attending relevant meetings to gather information and promote the initiative.

Duties and Responsibilities:
The consultant's duties include monitoring technical and regulatory developments in AV technologies, tracking evolving regulatory frameworks in China, and maintaining a database of relevant stakeholders. The consultant will analyze national AV strategies, draft sections of the Regional Policy Guidebook, and contribute to the development of a regional AV Partnership platform. Responsibilities also include preparing briefing notes, presentations, and stakeholder consultations, as well as disseminating knowledge products related to AVs during regional or global events. The consultant will be expected to coordinate fact-finding missions and deliver national inputs for the Regional Guidebook for Policymakers.

Required Qualifications:
The position requires a university degree in economics, business, engineering, international relations, or a related discipline. Candidates must have at least 5 years of experience in transport policy, smart mobility, autonomous vehicle technologies, or sustainable urban transport. Demonstrated expertise in analyzing regulatory frameworks and writing policy reports or technical publications is essential. Experience in contributing to multi-country comparative studies or guidebooks, as well as a relevant network and experience collaborating with government stakeholders, international organizations, and the private sector, is also required. Desirable qualifications include an in-depth understanding of AV technologies and business models, as well as experience working with the UN Secretariat and familiarity with relevant UN frameworks.

Educational Background:
Candidates must possess a university degree in a relevant field such as economics, business, engineering, or international relations. This educational background is essential for understanding the complexities of transport policy and the technological aspects of autonomous vehicles.

Experience:
The position requires a minimum of 5 years of relevant experience in areas such as transport policy, smart mobility, or autonomous vehicle technologies. Candidates should have a proven track record of analyzing regulatory frameworks and contributing to policy reports or technical publications. Experience in multi-country studies and collaboration with various stakeholders is also important.

Languages:
Fluency in written and oral English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not specified as a requirement.
