Job Overview: The Programme Manager is responsible for strategic planning, programming, advocacy, and overall management of UNV’s program activities in collaboration with MONUSCO. This role requires effective coordination of UNV Field Units, ensuring maximum efficiency in UN activities, and managing the administrative support for UN Volunteers. The Programme Manager will also oversee the integration of volunteerism into corporate and country-level strategic documents, advocate for the visibility of UNV contributions, and ensure the effective management of project budgets and resources. The position demands a proactive approach to enhance collaboration across various units and functions, adapting to changing business needs and promoting gender balance and human rights.
Duties and Responsibilities:
Provide administrative, operational, and program support to UN Volunteers, ensuring efficient management of the UNV Field Units and support staff.
Monitor the security" style="border-bottom: 1px dotted #007bff !important;">security situation and oversee the safety of UN Volunteers.
Manage project and program budgets, including financial reporting and tracking resources.
Document UN Volunteers’ contributions to highlight their achievements in support of the Sustainable Development Goals.
Coordinate training and capacity-building activities in collaboration with the UN Mission’s Training Unit.
Strengthen UNV program positioning within the UN system by maintaining contact with partners and developing new opportunities for collaboration.
Promote the visibility of UNV’s contributions through public events and publications.
Integrate UNV program and volunteerism into strategic documents and participate in UN discussions and planning.
Represent the UNV Programme with UN partners and manage the recruitment and performance of Field Unit personnel.
A first-level university degree (bachelor’s degree) with additional qualifying experience may be considered.
Minimum of 7 years of relevant work experience with a master’s degree or 9 years with a bachelor’s degree, preferably with UNDP/UNV or in humanitarian relief and peacekeeping environments.
Experience in leading diverse teams and managing multi-sectoral programs in complex settings is highly desirable.
Educational Background: Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as Social Sciences, Public Administration, or International Relations. A bachelor’s degree in these fields, combined with additional qualifying experience, will also be considered.
Experience: The position requires a minimum of 7 years of relevant work experience at the HQ or field level, with a preference for candidates who have experience in UNDP/UNV, humanitarian relief, or peacekeeping environments. Experience in managing diverse teams and programs in emergency or post-conflict settings is highly desirable, along with familiarity with UN processes and regulations.
Languages: Fluency in English and French is required for this position. Proficiency in additional languages may be considered an asset, depending on the specific needs of the role.
Additional Notes: The position is based in Kinshasa, Democratic Republic of Congo, and may involve travel to other locations such as Goma and Entebbe.
