Job Overview:
The Expert on the Sanctions Committee will play a crucial role in drafting and finalizing various reports related to the sanctions regime established by the Security Council. This position requires the expert to engage in frequent regional and international travel, adhering to the United Nations' administrative instructions regarding travel. The expert will be part of a Panel of Experts, which consists of five members with specialized knowledge and experience relevant to the sanctions regime. The primary focus will be on monitoring sanctions measures, investigating alleged violations, and contributing to the preparation of recommendations for improved implementation of Security Council resolutions. The expert will also be responsible for compiling information on individuals and entities involved in sanctions violations and preparing briefings and presentations on the Panel's activities. This role demands a high level of professionalism, analytical skills, and the ability to work independently while managing sensitive information.

Duties and Responsibilities:
The duties and responsibilities of the Expert include:
  • Monitoring sanctions measures and investigating alleged violations related to the Central African Republic (CAR).
  • Participating in investigations and contributing to the drafting of investigative reports and periodic briefings for the Security Council.
  • Preparing recommendations for improved implementation of sanctions based on investigations and outreach activities.
  • Compiling information on individuals and entities potentially involved in sanctions violations.
  • Delivering briefings and presentations on the sanctions regime and the Panel's activities.
  • Monitoring media and social media for relevant issues.
  • Identifying areas for capacity strengthening among States to enhance sanctions implementation.
  • Ensuring reports adhere to high standards of evidence and methodology.
  • Providing due process to Member States and individuals during investigations. 1
  • Contributing to the preparation of the Panel's work program and travel schedule. 1
  • Participating in investigative missions and consultations to gather information. 1
  • Drafting correspondence and assessing information obtained during investigations. 1
  • Classifying and archiving materials related to investigations. 1
  • Submitting an End of Assignment Report at the end of the mandate. 1
  • Abiding by UN rules and regulations and safety policies.

Required Qualifications:
The required qualifications for this position include:
  • Advanced university degree (Master’s or equivalent) in military science, political science, international relations, law, finance, journalism, or a related field.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A minimum of ten years of progressively responsible experience in the relevant area, including at least three years of field experience.
  • Significant field experience in post-conflict or transitional situations.
  • Strong field research or investigative experience in the area of expertise.
  • Experience in writing high-quality reports.
  • Proven interpersonal skills in complex political environments.
  • Understanding of sanctions regimes in a UN or regional organization context is highly desirable.
  • Familiarity with the UN's working culture and methods is also highly desirable.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as military science, political science, international relations, law, finance, or journalism. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the expert has the necessary theoretical knowledge and analytical skills to perform effectively in this role.

Experience:
The position requires a minimum of ten years of progressively responsible experience in the relevant area, which must include at least three years of field experience. Candidates should have significant field experience in post-conflict or transitional situations, as well as strong field research or investigative experience in their area of expertise. Experience in writing high-quality reports is also essential, along with proven interpersonal skills in complex political environments. A demonstrated understanding of sanctions regimes in a UN or regional organization context is highly desirable, as is experience working under the rules and regulations of the UN Secretariat.

Languages:
Fluency in English and French is required for this position. Additionally, a working knowledge of one other UN language would be advantageous, as it would enhance communication and collaboration with diverse stakeholders in the international arena.

Additional Notes:
The position is home-based with travel requirements, and all travel will be conducted in Economy Class as per United Nations administrative instructions. The expected duration of the position is 12 months, starting from September 1, 2025, subject to mandate renewal and budgetary approval.
