Job Overview: The Programme Management Officer will play a crucial role in the development, implementation, and evaluation of assigned programmes and projects. This position requires monitoring and analyzing programme/project development, reviewing relevant documents, and proposing corrective actions when necessary. The officer will coordinate and evaluate capital expenditures and construction projects, perform consulting assignments, and assist in policy development. The role also involves conducting surveys, preparing written outputs, providing support for meetings and conferences, and participating in field missions. The officer will be responsible for coordinating budget-related activities and ensuring compliance with established oversight frameworks for capital projects, thereby supporting effective project implementation.
Duties and Responsibilities: The Programme Management Officer will be responsible for a variety of tasks including: participating in the development and evaluation of programmes/projects; monitoring and analyzing project implementation; coordinating capital expenditures and construction projects; conducting consulting assignments; researching and presenting information; assisting in policy development; designing data collection tools; preparing written outputs such as reports and analyses; providing support for meetings and conferences; conducting outreach activities; participating in field missions; coordinating budget and funding activities; collecting and analyzing data for insights; and ensuring compliance with oversight frameworks for capital projects. The officer will also be expected to perform other duties as required.
Required Qualifications: Candidates must possess a strong knowledge of finance, budget, construction, project management, and implementation. They should demonstrate the ability to identify and analyze issues, conduct data collection, and apply judgment in various contexts. The officer should be capable of managing conflicting priorities, analyzing data for decision-making, and ensuring gender perspectives are incorporated into all areas of work. Professionalism, effective communication, and strong planning and organizing skills are essential for success in this role.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, civil engineering, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or programme management, finance, budget, administration, or a related area is required. Candidates must have experience in preparing project or programme budgets and monitoring project execution with performance reporting. Additionally, two years or more of experience in data analytics or a related area is desirable.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage.
Additional Notes: This position is financed by extrabudgetary resources and is initially for a period of one year, with the possibility of renewal subject to the availability of funds and budgetary approval.
