Job Overview:
The position of Consultant for Cambodia as an Enterprise Architect for Health Information Systems is focused on addressing the fragmentation of Cambodia's health information system (HIS). The consultant will conduct extensive stakeholder consultations and develop a comprehensive digital health reference architecture along with a five-year costed implementation plan. This role is crucial for establishing a unified, scalable, and interoperable HIS framework that aligns with national health priorities and promotes the adoption of global health data standards. The consultant will work closely with the Ministry of Health and various stakeholders to ensure that the digital health investments are effectively integrated and that they enhance data-driven healthcare delivery while reducing the reporting burden on health workers.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including:
  • Developing a current state assessment report that analyzes the existing HIS ecosystem, identifying infrastructure, services, applications, data flows, and interoperability gaps through desk reviews and stakeholder consultations.
  • Creating a target enterprise architecture blueprint that includes system integrations, standards, and data governance, achieved through country-wide stakeholder consultations.
  • Providing technical guidance on interoperability and integration based on the developed target enterprise architecture blueprint, including the creation of an interoperability strategy document and context-specific guidance for stakeholders.
  • Developing a costed five-year implementation plan that outlines the transition steps from the current state to the target state, including a timeline of activities, milestones, dependencies, and roles.
  • Establishing a monitoring and evaluation framework to track and report on the implementation progress according to the defined plan.

Required Qualifications:
The position requires a Bachelor’s degree in computer science, software engineering, or a related field as essential qualifications. A Master’s level degree in these areas or public health is desirable. The consultant must have at least 7 years of experience in digital health, particularly in enterprise architecture, governance, interoperability, and standards, with proven experience in stakeholder consultations and as a solutions architect. Familiarity with enterprise-level design principles and cloud-based service-oriented architectures is also essential. Experience working at the country level, particularly in the WHO Western Pacific Region or Cambodia, is preferred, along with experience working with various government sectors beyond the Ministry of Health.

Educational Background:
Candidates must possess a Bachelor’s degree in computer science, software engineering, or a related field. A Master’s degree in these areas or public health is considered an advantage, indicating a higher level of expertise and understanding of the complexities involved in health information systems and digital health initiatives.

Experience:
The consultant is expected to have a minimum of 7 years of relevant experience in the field of digital health. This includes extensive work in digital health enterprise architecture, governance, interoperability, and standards, particularly with the HL7 FHIR standard. The consultant should have experience leading stakeholder consultations and a proven track record as a solutions architect, with exposure to enterprise-level design principles and cloud-based service-oriented architectures. Experience working with countries in the WHO Western Pacific Region and specifically in Cambodia is highly desirable.

Languages:
Fluency in English, both written and spoken, is essential for this position, as the consultant will need to communicate effectively with various stakeholders. Proficiency in Khmer is considered an added advantage, as it would facilitate better engagement with local stakeholders and enhance the effectiveness of consultations and communications.

Additional Notes:
The consultant will be expected to undertake duty travel to provinces as part of this assignment, with exact dates to be agreed upon with the WHO Country Office and the Member State Government. The position is likely to be on-site in Phnom Penh, Cambodia, and may involve a contract duration that aligns with the project timeline, which includes deliverables expected by various dates in 2025.
