Job Overview:
The Shelter Technical Assistant (Soft) plays a crucial role in implementing non-technical activities within the Shelter and Settlements program. Unlike traditional construction or engineering interventions, the 'soft' component emphasizes the social and community aspects of the project. This role involves engaging communities actively, promoting ownership of achievements, and encouraging safe, sustainable, and needs-adapted use of the facilities. The soft component also aims to strengthen social cohesion, inclusion, and community living through participatory approaches. This includes sustained efforts in community mobilization, social communication, and disseminating clear and accessible information throughout the project cycle. The goal is to ensure a shared understanding of NRC's interventions, encourage participation from all groups, including the most vulnerable, and support positive local dynamics around shelter and infrastructure solutions.

Duties and Responsibilities:
The Shelter Technical Assistant (Soft) will be responsible for a variety of tasks, including but not limited to: working in compliance with NRC policies, tools, manuals, and guidelines; assisting in project implementation according to the action plan; writing progress reports on activities as requested by the supervisor or management; ensuring proper archiving of documents; supporting improvement actions related to shelter and project facilities; and providing constructive suggestions to enhance effectiveness and impact. Specific responsibilities include supporting the planning, logistical organization, and preparation of activities by identifying local resources (labor, partners, community leaders); contributing to the design of social mobilization, training, and awareness tools; participating in beneficiary targeting and identification activities; monitoring cash transfer and in-kind distribution activities to ensure timely delivery to beneficiaries; verifying that beneficiaries use the assistance received according to set objectives; raising awareness among beneficiaries, community leaders, and local authorities; actively participating in organized visits; enhancing communication and coordination with communities and local authorities; assisting in the recruitment and payment processes for casual workers; managing complaints or concerns expressed by casual workers and the community; participating in the creation and monitoring of community support committees and groups; applying and reminding safety procedures during field interventions; and documenting activities and communications with stakeholders through regular reporting.

Required Qualifications:
The ideal candidate should possess general professional skills, including experience as a Social Mobilizer with skills in shelter/infrastructure in a humanitarian emergency or recovery context. Previous work experience in complex and unstable contexts is essential, along with proven results in the responsibilities of the position. Knowledge of the local language is mandatory. Specific skills, knowledge, and experiences relevant to the context include a diploma in Social Sciences, Rural Development, or a related field; prior experience in community mobilization, awareness-raising, field activities, or community project implementation; experience in CCCM, Protection, or technical programs is an asset; demonstrated ability to work with communities, local leaders, and grassroots authorities in a spirit of respect, participation, and inclusion; proficiency in basic computer tools, including Excel, Word, Outlook, and PowerPoint; excellent command of French and Swahili, both spoken and written; knowledge of local languages in the intervention area is a significant advantage; strong interpersonal skills, active listening, communication, and mediation abilities; and understanding of the socio-economic, legal, and environmental context.

Educational Background:
Candidates are required to have at least a diploma A2 in Social Sciences, Rural Development, or any other related field. This educational background is essential for understanding the social dynamics and community engagement necessary for the role.

Experience:
Candidates should have relevant work experience in social mobilization and community engagement, particularly in humanitarian contexts. Experience in implementing community projects and working with vulnerable populations is highly valued. Previous experience in complex and unstable environments will be considered an asset, as it demonstrates the ability to adapt and respond to challenging situations effectively.

Languages:
Fluency in French and Swahili is mandatory for this position, both in oral and written forms. Knowledge of local languages spoken in the intervention area is considered a significant advantage, as it facilitates communication and engagement with the community.
