Job Overview:
The position of Individual Consultant - Youth Policy Consultant involves supporting the finalization of the Nauru youth policy and associated frameworks. The consultant will be tasked with reviewing and updating the existing Nauru National Youth Policy (2008-2015) by incorporating input from key stakeholders through a consultative process. The consultant will also finalize a results-oriented and costed youth policy strategic action plan that aligns with national priorities and resource capacities. Additionally, the consultant will develop a communication, messaging, and advocacy plan to support awareness, dissemination, and uptake of the youth policy and strategic action plan. This role is crucial in ensuring that the youth policy is not only updated but also effectively communicated and implemented, thereby making a significant impact on the youth of Nauru.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables throughout the project. These include:
  • Conducting a technical review of the old Youth Policy (2008-2015) and providing an inception report with comments to the Advisory Panel by July 202
  • Updating the Youth Policy draft, which includes context, structure, provisions, actors, and a Strategic Action Plan with indicators, baseline, targets, budget allocation, and strategic partnerships, to be shared with the Advisory Panel by September 202
  • Finalizing changes to the Youth Policy and Strategic Action Plan based on feedback from the Advisory Panel and UNFPA, to be submitted by October.
  • Supporting the formal adoption of the youth policy by drafting relevant cabinet papers and presentations, with an update report to UNFPA by October.
  • Assisting in the development of a Media Kit for advocacy and launch of the Youth Policy and Strategic Action Plan, to be completed and shared with UNFPA by November.

Required Qualifications:
The position requires a Master's Degree in areas related to policy and law, human rights, population and development, youth and social development, or gender and development. Candidates should have at least 7 years of experience in relevant thematic areas, including policy and law, human rights, population and development, youth and social development, and gender programming. Substantive knowledge and practical experience in sexual and reproductive health, population and development, and gender programming are essential. Candidates should also possess excellent organizational skills, attention to detail, and the ability to work independently as well as part of a diverse team. Proficiency in the use of the Google Suite package and the Internet is required, and experience with the UN System is considered an asset.

Educational Background:
Candidates must hold a Master's Degree in relevant fields such as policy and law, human rights, population and development, youth and social development, or gender and development. This educational background is crucial for understanding the complexities of youth policy and its implications for development.

Experience:
Candidates should have a minimum of 7 years of experience in thematic areas related to policy and law, human rights, population and development, youth and social development, and gender programming. This level of experience is necessary to ensure that the consultant can effectively contribute to the development and finalization of the youth policy and strategic action plan.

Languages:
Proficiency in both spoken and written English is mandatory for this position. Additionally, a working knowledge of Nauruan is considered an asset, as it would facilitate better communication and understanding of the local context.
