Job Overview:
The Water security" style="border-bottom: 1px dotted #007bff !important;">Security Expert position is focused on addressing the critical issue of water scarcity in the Arab region, which is among the most water-scarce areas globally. The expert will be responsible for drafting a comprehensive report on climate resilience for water security, spanning 25,000 to 30,000 words. This report will analyze regional and national strategies, assess existing frameworks, and provide recommendations for enhancing climate resilience in the water sector. The expert will also support workshops and intergovernmental meetings, contributing to the development of substantive documents and presentations. The role requires a strategic approach to tackle the multifaceted challenges posed by water scarcity, including the implications for energy, food security, and economic development.

Duties and Responsibilities:
The duties and responsibilities of the Water Security Expert include:
  • Drafting an annotated Table of Contents for the report on climate resilience for water security in the Arab region for feedback from ESCWA.
  • Writing the report, ensuring all sections are adequately addressed, including analysis of regional strategies and initiatives.
  • Collecting and examining data to estimate financial flows for climate resilience.
  • Providing an analysis of climate resilience in transboundary basins and assessing water interconnectivity.
  • Analyzing agriculture and water coordination, including desalination and virtual water trade.
  • Assessing digitalization readiness for improved climate resilience.
  • Generating regional, national, and basin-level analyses on priority issues.
  • Preparing tables, charts, and figures to enhance the presentation of findings.
  • Finalizing the report based on feedback and submitting a complete bibliography. 1
  • Preparing substantive documents and presentations for workshops and meetings.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in water resources management, hydrology, hydrogeology, sustainable development, or a related field. A PhD is desirable, and a first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of programs in data analytics or related fields is also desirable. All candidates must submit a copy of their educational degree, as incomplete applications will not be reviewed.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as water resources management, hydrology, or sustainable development. A PhD is considered an asset, and candidates with a first-level university degree along with substantial experience may also be considered. Additionally, completion of programs in data analytics or business analytics is desirable, highlighting the importance of data-driven decision-making in this role.

Experience:
The position requires a minimum of fifteen years of progressively responsible experience in water resources management or related areas. Candidates must have demonstrated work experience in integrated water resources management and climate change, specifically within the Arab region. Experience in data analytics or related fields for two years or more is also desirable, emphasizing the need for analytical skills in addressing water security challenges.

Languages:
Fluency in English and Arabic is required for this position, as both are working languages of ESCWA. Candidates must demonstrate proficiency in speaking, reading, writing, and understanding both languages. Knowledge of French is considered desirable, as it is one of the working languages of the UN Secretariat.
