Job Overview: The position of Consultor Investigador Junior involves providing technical support for the evaluation of the 'EnCadena, Mejores Proveedores' program executed by Colombia Productiva. The consultant is expected to conduct a rigorous technical analysis of the program's design, implementation, and monitoring processes. The final deliverables will include a set of reports identifying strengths, operational challenges, best practices, and areas for improvement, organized by implementation phase. Additionally, the consultant will provide practical recommendations to strengthen the institutional and operational aspects of the program, as well as methodological inputs for future impact evaluations. This role is crucial in aligning with CEPAL's strategic objective of supporting countries in the region with their productive development policies.
Duties and Responsibilities: The consultant will work under the supervision of CEPAL office representatives in Bogotá and the Territorial Productive Development and Governance Unit. The responsibilities include:
Supporting the review of program documentation, including methodological manuals, action plans, indicator sheets, and closure reports.
Developing systematization matrices and analysis timelines to facilitate monitoring of each phase of the evaluated process.
Assisting in interviews, focus groups, and validation workshops, documenting key findings through reports and minutes.
Supporting the collection and processing of qualitative and quantitative information under the guidance of a senior consultant.
Collaborating in the systematization of preliminary findings, organizing inputs by process phase (design, implementation, monitoring).
Creating comparative tables, summary sheets, and supporting graphics for the technical analysis of the evaluation report.
Managing logistical inputs for fieldwork, including invitations, follow-ups with key stakeholders, and documentation of evidence.
Assisting in drafting partial technical inputs, such as chapter drafts or annexes, under the supervision of the senior consultant.
Ensuring traceability of sources and backup files through proper document management of the evaluation process.
Required Qualifications: Candidates must possess a professional background in Industrial Engineering or related fields, preferably with a Master's or Doctorate in areas related to industrial engineering, organizational management, process evaluation, or public policy. A minimum of 2 years of professional experience in roles or projects related to business consulting, process assessment, strengthening of SMEs, productive development, public policy evaluation, organizational strengthening, and/or designing business models with social and economic focus is required. Additionally, at least 2 years of specific experience in university teaching, applied research, document analysis, fieldwork support, and/or technical assistance in academic or consulting projects is necessary.
Educational Background: The educational background required for this position includes a degree in Industrial Engineering or a closely related field. Advanced degrees such as a Master's or Doctorate in relevant areas are highly preferred, as they demonstrate a deeper understanding of the complexities involved in industrial processes, organizational management, and public policy evaluation.
Experience: The position requires a minimum of 2 years of relevant professional experience. This experience should encompass roles in business consulting, process evaluation, and strengthening of micro, small, and medium enterprises (MIPYMES). Candidates should also have experience in public policy evaluation, organizational strengthening, and the design of business models that incorporate social and economic considerations. Specific experience in university teaching, applied research, and fieldwork support is also essential.
Languages: Fluency in Spanish is mandatory for this position, as all documentation and communication will be conducted in this language. Knowledge of additional languages may be considered an asset but is not required.
