The position is located within the Office of the Deputy Special Representative of the Secretary-General/Resident Coordinator/Humanitarian Coordinator (O-DSRSG/RC/HC) of the United Nations Support Mission in Libya (UNSMIL). Job Overview:
The Programme Management Officer will play a crucial role in the development, implementation, and evaluation of programs and projects related to UN integration and peacebuilding in Libya. This position requires a proactive approach to monitoring and analyzing program/project development and implementation, ensuring that all activities align with the overarching goals of the United Nations in the region. The officer will be responsible for identifying challenges and initiating corrective actions, thereby facilitating effective program management. The role also involves consulting with clients to plan and facilitate workshops and interactive sessions, assisting them in developing actionable plans for managing change. Data collection and analysis are key components of this position, as the officer will be expected to identify trends and provide insights through various data visualization methods. The Programme Management Officer will coordinate policy development, conduct evaluations, and lead outreach activities, including training workshops and seminars. This position requires strong leadership skills, as the officer will lead or participate in complex field missions and provide guidance to external consultants and government officials. The officer will also be responsible for preparing written outputs, providing substantive backstopping to meetings, and coordinating budget-related activities, ensuring that all financial documentation is accurate and timely. Overall, the Programme Management Officer will be instrumental in driving the UN's mission in Libya forward, ensuring that programs are effectively managed and aligned with the organization's strategic objectives.

Duties and Responsibilities:
The Programme Management Officer will have a comprehensive set of responsibilities, including:
  • Developing, implementing, and evaluating assigned programs/projects related to UN integration and peacebuilding.
  • Monitoring and analyzing program/project development and implementation, identifying problems, and initiating corrective actions.
  • Performing consulting assignments in collaboration with clients, facilitating workshops, and assisting in developing action plans.
  • Collecting and analyzing data to identify trends and provide insights through data visualization methods.
  • Coordinating policy development, including reviewing and analyzing issues and trends, and preparing evaluations or research activities.
  • Generating survey initiatives, designing data collection tools, and interpreting responses to prepare conclusions.
  • Initiating and coordinating outreach activities, conducting training workshops, and making presentations on assigned topics.
  • Leading or participating in large, complex field missions, providing guidance to external consultants and drafting mission summaries.
  • Organizing and preparing written outputs, including background papers, analyses, and sections of reports. 1
  • Providing substantive backstopping to consultative meetings and conferences, including proposing agenda topics and preparing documents. 1
  • Leading or contributing to the preparation and reporting on strategies, action plans, and accountability mechanisms. 1
  • Coordinating activities related to budget funding and preparing related documents and reports. 1
  • Substituting for the Head of the Integrated Office or the Special Assistant when required. 1
  • Performing other duties as required.

Required Qualifications:
The ideal candidate for the Programme Management Officer position must possess a strong set of qualifications, including:
  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.
  • Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
  • A minimum of seven years of progressively responsible experience in project or program management, administration, or a related area is required.
  • Experience in inter-agency/intergovernmental coordination at UN headquarters or field operations is essential.
  • Experience working in the front office of a senior manager is desirable.
  • Experience in post-conflict settings is also desirable.
  • Two years or more of experience in data analytics or a related area is preferred.
  • Experience in the MENA region is an added advantage.

Educational Background:
Candidates must have an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable, indicating a strong foundation in analytical skills and methodologies relevant to the position.

Experience:
The position requires a minimum of seven years of progressively responsible experience in project or program management, administration, or a related area. Candidates should have experience in inter-agency or intergovernmental coordination at UN headquarters or field operations, as well as experience working in the front office of a senior manager. Experience in post-conflict settings is desirable, as is experience in data analytics or related areas. Familiarity with the MENA region is also preferred, as it demonstrates an understanding of the local context and challenges.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Proficiency in French is considered an asset, as it may enhance communication and collaboration within the UN system and with various stakeholders.
