Job Overview:
The Programme Specialist position is situated within the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The primary objective of this role is to assist the Trafficking in Persons and Smuggling of Migrants Unit in operationalizing, implementing, and monitoring initiatives related to trafficking in persons and illicit smuggling of migrants. The incumbent will work under the direct supervision of the Associate Programme Officer and the overall guidance of the Programme Coordinator. This position is integral to the PROMIS Project, which aims to strengthen the capacities of West African States to develop a human rights-based response to smuggling and to address human rights violations associated with irregular migration. The role involves a combination of administrative support, research, and direct engagement with various stakeholders to promote UNODC's mission in the region.

Duties and Responsibilities:
The International UN Volunteer (Youth) will undertake a variety of tasks under the direct supervision of the Programme Coordinator. Key responsibilities include promoting UNODC's work against trafficking in persons and smuggling of migrants, providing administrative and logistical support for technical assistance activities, and supporting research and analysis efforts. The volunteer will assist in drafting and preparing written documents such as funding proposals, speeches, and media releases, as well as contribute to the translation of relevant documents. Additionally, the role involves coordinating programme/project planning, monitoring project implementation, reviewing financial documents for compliance, and providing general office assistance. The volunteer will also support the implementation of missions and project activities throughout the region, ensuring effective communication and collaboration with various stakeholders.

Required Qualifications:
Candidates for the Programme Specialist position should possess a strong understanding of operations relevant to UNODC, including technical capabilities or knowledge that is transferable to UNODC procedures and rules. The ideal candidate will demonstrate discretion, political sensitivity, and the ability to liaise with a diverse range of actors, particularly in senior positions. A high degree of autonomy, personal initiative, and resourcefulness are essential, along with the ability to manage information confidentially and accurately. The candidate should also exhibit a client-oriented approach, integrity, and a commitment to the values and ethical standards of the UN.

Educational Background:
A relevant educational background is required for this position, typically including a degree in international relations, law, social sciences, or a related field. Advanced degrees or specialized training in areas related to trafficking in persons, migration, or human rights would be advantageous. Candidates should also demonstrate a commitment to continuous learning and professional development in their area of expertise.

Experience:
The position requires candidates to have a demonstrated level of experience in areas related to trafficking in persons, migration, or international crime. Previous experience working with UN agencies, NGOs, or governmental organizations in similar roles is highly desirable. Candidates should be able to showcase their ability to manage projects, conduct research, and engage with various stakeholders effectively. Experience in capacity building and technical assistance activities will be considered an asset.

Languages:
Fluency in English and French is mandatory for this position, given the linguistic diversity of the region. Knowledge of Portuguese and Spanish would be considered an advantage, as these languages are also spoken in the countries covered by the Regional Office for West and Central Africa. The ability to communicate effectively in multiple languages will enhance the candidate's ability to engage with diverse stakeholders and contribute to the UNODC's mission.

The assignment will take place in Dakar, which is classified as a family duty station with good living conditions. The position is full-time, and the UN Volunteer is expected to engage in various activities that promote volunteerism and community engagement. The living conditions in Dakar are generally favorable, although candidates should be aware of potential challenges such as intermittent water and electricity supply. Health services are accessible, and certain vaccinations are mandatory for entry into Senegal. The role may involve travel within the region, and candidates should be prepared for the possibility of working in diverse and sometimes challenging environments.
