Job Overview: The Senior Programme Manager - Mitigation Advisor will play a crucial role in supporting the Climate Action Team (CAT) Project, which aims to address the urgent need for climate action in light of the impending climate crisis. The incumbent will work closely with senior UN leadership, providing strategic guidance on mitigation and energy-related objectives. This position requires a deep understanding of climate change policies, the geopolitical landscape, and the ability to facilitate the development and implementation of strategies that enhance Nationally Determined Contributions (NDCs) for key countries. The role also involves advising on high-level events, preparing briefing documents, and ensuring the timely execution of the UNSG’s climate strategy, all while navigating the complexities of international climate negotiations and fostering collaboration among various stakeholders.
Duties and Responsibilities: The incumbent will be responsible for contributing to the development of the UNSG’s climate strategy, providing direct advice to senior members of the Climate Action Team, and facilitating the enhancement of NDCs for key countries. Responsibilities include offering strategic guidance on trends in the energy sector, preparing inputs for political engagements, and collaborating with CAT leadership to implement the climate strategy effectively. The role also involves monitoring progress, ensuring quality delivery of outputs, and adapting strategies as necessary to meet the evolving challenges of climate action. The incumbent may also be required to perform additional duties as needed, in line with their scope of services.
Required Qualifications: Candidates must possess an advanced university degree (Master's) in International Relations, Public Policy, or a related field, with at least ten years of relevant experience. Alternatively, a first-level university degree (Bachelor’s) with twelve years of relevant experience is acceptable. Relevant experience includes professional work in climate change, environmental studies, or related fields, with a minimum of three years in policy analysis and advisory roles at the country level. Proven collaboration with senior government officials and familiarity with the Paris Agreement and UNFCCC processes are essential. Knowledge of the geopolitical context of Asia is also desired.
Educational Background: An advanced university degree (Master's) in International Relations, Public Policy, or a related field is required. A first-level university degree (Bachelor’s) is acceptable if accompanied by additional relevant experience. The educational background should be closely related to the responsibilities of the position, emphasizing the importance of understanding international climate policies and frameworks.
Experience: Candidates should have a minimum of ten years of relevant experience in climate change, environmental studies, or related fields, with at least three years in roles that involve policy analysis and advisory work at the country level. Proven experience in collaborating with senior government officials and a strong familiarity with international climate negotiations are critical for success in this role.
Languages: Fluency in English (reading, writing, speaking) is mandatory. Knowledge of another official UN language (Spanish, French, Arabic, Chinese, or Russian) is considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders and contribute to international discussions on climate action.
Additional Notes: The position is offered under an International Individual Contractor Agreement (IICA) on a retainer basis, with a contract level of IICA-4 - ICS-1
The contract duration is set until December 31, 2025, with the possibility of renewal based on funding availability and performance. The duty station is New York, USA. The retainer contract will specify a unit price per day worked, and payment will be made only after the completion of work.
