Job Overview:
The Project Officer will play a crucial role in the implementation of the 'EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement' project, which aims to enhance public procurement systems in the Philippines. This position involves supporting the Project Management Unit (PMU) in daily operations, liaising with key partners, preparing activity designs, and ensuring compliance with corporate requirements. The Project Officer will work closely with various teams within UNDP, including the Institutions and Partnerships Programme Team and the Results and Quality Team, to ensure that project objectives are met effectively. The role requires a proactive approach to managing project activities, monitoring progress, and facilitating communication among stakeholders to promote transparency and accountability in public procurement processes.

Duties and Responsibilities:
The Project Officer will be responsible for a wide range of duties, including but not limited to: planning and monitoring project activities against the approved workplan; managing personnel, goods, services, and training; drafting terms of reference and work specifications; supervising consultants and subcontractors; reviewing technical reports; ensuring compliance with UNDP rules and regulations; supporting report writing and analysis; maintaining effective relationships with key partners; developing legal agreements; promoting coordination and knowledge sharing among stakeholders; and providing additional support to the PMU as needed. The Project Officer will also act as a deputy in the absence of the Project Manager, ensuring that project deliverables remain on track and preparing necessary program requirements.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Business Management, Public Administration, Finance, Economics, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the mentioned fields combined with two additional years of qualifying experience will be considered. The position requires a minimum of two years of progressively responsible administrative or programme experience at the national or international level, with at least two years of experience in project/programme development and management, public policy, governance, and systems reforms. Familiarity with Results-Based Management (RBM) frameworks and experience in public procurement reform are essential. Proficiency in using office software and digital tools for data analytics is also required.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree) in relevant fields such as Business Management, Public Administration, Finance, or Economics. A first-level university degree (bachelor’s degree) in these areas, combined with additional qualifying experience, will also be considered. Candidates should have a strong academic foundation that supports their ability to manage projects effectively and contribute to public procurement reforms.

Experience:
The position requires a minimum of two years of relevant experience for candidates with a Master’s degree, or four years for those with a Bachelor’s degree. This experience should include progressively responsible roles in administrative or programme management, particularly in areas related to public policy, governance, and public procurement. Candidates should demonstrate a track record of successfully managing projects and engaging with stakeholders, as well as familiarity with monitoring and evaluation processes.

Languages:
Fluency in English and Filipino is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Filipino to effectively engage with diverse stakeholders and partners.
