Job Overview: The National Consultant will support the Directorate for the Information System of the Judiciary and Data security" style="border-bottom: 1px dotted #007bff !important;">Security of the Ministry of Justice in Montenegro. This role is crucial for ensuring the full functionality and service continuity of the electronic monitoring system (EMS) related to restraining orders for perpetrators of gender-based violence. The consultant will work under the supervision of the UN Women Project Officer and the head of the Directorate, focusing on technical support for the implementation of the EMS. The consultant will engage with various stakeholders, including the Ministry of Justice and specialized women civil society organizations, to foster a society free from gender stereotypes and violence. The consultant's work will involve analyzing and testing information systems, providing technical support, and ensuring the effective operation of the EMS.
Duties and Responsibilities:
Provide technical support to the Directorate of Probation for the full functioning of the EMS related to restraining orders.
Collaborate with the company providing maintenance services for the EMS to resolve complex implementation issues.
Oversee the electronic services of the Ministry published on the e-Government portal.
Analyze the new version of the Register of fines (RNKiPE) for usability and functionality, working with the Directorate's employees.
Conduct data cleansing and testing of the new version of RNKiPE.
Provide technical support for resolving complex problems in the implementation of RNKiPE and its integration with the information system for persons deprived of liberty.
Analyze the integration between the Judicial Case Information system (PRIS) and RNKiPE in collaboration with the support company and Directorate employees.
Perform other tasks as assigned by the superior within the Directorate's scope of work.
Required Qualifications:
A bachelor's degree in mathematics, computer science, electrical engineering, or electronics.
Secondary education combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
At least 5 years of relevant experience in mathematics, computer science, electrical engineering, or electronics.
Proven experience in the analysis of information systems.
Experience in testing information systems.
Experience in providing technical support during the implementation of complex information systems.
Educational Background: Candidates must possess at least a bachelor's degree in mathematics, computer science, electrical engineering, or electronics. A secondary education combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: Candidates should have a minimum of 5 years of experience in relevant fields such as mathematics, computer science, electrical engineering, or electronics. This experience should include analysis and testing of information systems, as well as providing technical support during the implementation of complex systems.
Languages: Fluency in Montenegrin is mandatory. Excellent command of English is considered an advantage, enhancing the candidate's profile for the position.
Additional Notes: This consultancy is home-based, allowing for flexibility in work location. The consultant will be expected to deliver two reports: the first overview report by August 15, 2025, and a final overview report by November 5, 202
