Job Overview:
The Chief of Technical Advisor (CTA) position is crucial for the UNDP's efforts in Guinea-Bissau to enhance access to justice and implement justice sector reforms. The CTA will provide strategic advice and management to ensure effective project implementation, aligning with the goals set out in the project document. This role involves working closely with the Ministry of Justice and other stakeholders to develop and implement strategies that address the unique challenges faced by the justice sector in Guinea-Bissau. The CTA will be responsible for fostering collaboration among various justice sector actors, including state institutions, civil society, and traditional systems, to create a comprehensive approach to justice reform that is rooted in the realities of the Bissau-Guinean population.

Duties and Responsibilities:
The CTA will have a wide range of responsibilities, including:
  • Providing expert advice to the Ministry of Justice on strategic planning, monitoring, and evaluation of justice sector reforms. This includes conducting thorough analyses of the governance and socio-economic situation in Guinea-Bissau, proposing strategic approaches for reform implementation, and developing institutional mechanisms for effective planning and coordination.
  • Designing and advising on policy papers and project proposals to facilitate the implementation of the Justice Sector Reform Program. This involves leading the formulation of proposals that can accelerate access to justice and coordinating donor assistance to the sector.
  • Ensuring effective implementation of resources mobilized for the project, including advocacy and results-based reporting on justice sector issues. The CTA will facilitate awareness-raising on justice sector challenges and contribute to the documentation of best practices and successes in the field.
  • Collaborating with various stakeholders, including UN agencies, international financial institutions, and civil society organizations, to establish partnerships and mobilize resources for justice sector initiatives.
  • Providing capacity development and skills transfer to the Ministry of Justice and other stakeholders, promoting a human rights-based approach to rule of law and gender equality throughout all interventions.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in law, public administration, political science, social sciences, or related fields. A first-level university degree (bachelor's degree) with additional relevant experience may also be considered. Additional qualifications in human rights and policy planning are advantageous. Candidates should have a minimum of 10 years of relevant work experience at national and international levels, providing high-level advisory services in the justice sector and managing justice sector programs. High-level planning, facilitation, communication, and capacity development skills are essential, along with advanced knowledge of Microsoft Office and an understanding of international development issues.

Educational Background:
An advanced university degree (master's degree or equivalent) in law, public administration, political science, social sciences, or other related fields is required. A bachelor's degree in the related fields with additional relevant experience will be considered. Additional qualifications in human rights and policy planning will be an asset.

Experience:
Candidates should have a minimum of 10 years of relevant experience with a master's degree or 12 years with a bachelor's degree, specifically in providing high-level advisory services in the justice sector and managing justice sector programs. Experience in working with development partners at a senior level and applying human rights-based approaches is also required.

Languages:
Fluency in Portuguese and English is mandatory for this position. Proficiency in additional languages may be considered an asset.

Additional Notes:
The position is full-time and involves working closely with the UNDP Governance Team. The incumbent will be expected to engage in various capacities, including advocacy, resource mobilization, and capacity development. The role may involve working in a culturally diverse environment and requires strong communication skills.
