Job Overview: The Financial Compliance Officer will play a crucial role in supporting the implementation of financial activities for implementing partners under the supervision of the Chief of Mission and the GMCD coordinator. This position involves coordinating financial verification processes and integrating financial controls within the broader localization approach. The officer will be responsible for ensuring compliance with financial standards, monitoring partner agreements, and contributing to the development of financial risk mitigation strategies. The role requires strong analytical skills and the ability to communicate complex financial concepts effectively. The officer will also supervise finance assistants and ensure quality control of financial verification outputs, thereby enhancing the overall financial compliance framework.
Duties and Responsibilities:
Financial Compliance Framework Management: Implement the financial compliance framework for partners, ensuring adherence to verification procedures and documentation standards. Monitor compliance with partner agreements and flag significant issues.
Team Supervision: Provide guidance to finance assistants, organize workflow, and support team capacity development through targeted training.
Financial Systems and Processes: Maintain financial records, contribute to the Grants Tracker, and develop standard operating procedures for partner payments.
Cross-Functional Coordination: Liaise with other functional areas to support integrated partner management and assist in financial capacity strengthening.
Risk Management and Escalation: Identify financial risks and document emerging issues, applying established procedures for routine financial concerns.
Perform other duties as assigned.
Required Qualifications: Candidates must possess a high school diploma with seven years of relevant experience, or a Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or a related field with five years of experience. Professional certifications such as CPA, ACCA, or CIMA are advantageous. In-depth knowledge of financial compliance frameworks and verification approaches is essential, along with strong analytical and supervisory skills. Advanced proficiency in Excel and financial management systems is required, and familiarity with SAP and ORACLE financial modules is a plus.
Educational Background: A high school diploma is required, along with seven years of relevant professional experience, or a Bachelor’s degree in a relevant field with five years of experience. Professional certifications in accounting or finance are considered a distinct advantage and enhance the candidate's qualifications for the role.
Experience: Candidates should have substantial experience managing financial compliance for grants and implementing partners, as well as experience supervising financial verification processes and teams. Experience in designing and implementing financial controls in humanitarian or development contexts is crucial, along with knowledge of international financial regulations and compliance requirements. Experience working with civil society organizations on financial capacity development is also highly valued.
Languages: Fluency in English and Ukrainian is mandatory for this position, both oral and written. This language proficiency is essential for effective communication and collaboration within the organization and with partners.
Additional Notes: The position is subject to local recruitment, and only candidates with a valid residence and work permit for Ukraine will be considered. The appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
