Job Overview:
The ICT Contract Management Associate will play a crucial role in the ICT department, working under the overall supervision of the Director of ICT and the direct supervision of the Head of Resources Management. This position involves collaborating closely with ICT project managers and various IOM business units to manage the full cycle of ICT contract management. The associate will be responsible for ensuring compliance with IOM’s regulations, rules, and procedures throughout the contract management process. This includes assisting in the coordination and execution of the end-to-end ICT contract management cycle, which encompasses the pre-award phase, award phase, management/development phase, and the end of contract lifecycle phase. The associate will support procurement documentation, maintain contract records, track deliverables and deadlines, and ensure alignment with organizational goals and compliance standards. Additionally, the role requires assisting project managers in identifying ICT-related requirements and contributing to the preparation of contract documentation and plans, focusing on outputs and deliverables. The associate will also conduct market research to inform the development of Long-Term Agreements (LTAs) and provide daily support in monitoring contract management activities to facilitate timely processing and execution of contract agreements.

Duties and Responsibilities:
The duties and responsibilities of the ICT Contract Management Associate include:
  • Coordinating and executing the full cycle of ICT contract management, including pre-award, award, management, and end-of-contract phases.
  • Supporting procurement documentation and maintaining accurate contract records.
  • Tracking deliverables and deadlines to ensure compliance with organizational goals and standards.
  • Assisting project managers in identifying ICT-related requirements and preparing contract documentation.
  • Conducting market research to gather information on potential suppliers for the development of Long-Term Agreements (LTAs).
  • Monitoring contract management activities to ensure timely processing and execution of agreements.
  • Acting as a focal point for routine contract-related inquiries and providing support on service delivery follow-up, contract obligations, and payment status.
  • Maintaining the ICT Contract Database and ensuring it is regularly updated.
  • Assisting in the preparation of a centralized contract database storage system. 1
  • Tracking and maintaining the master service agreement and providing regular updates on deliverables, milestones, deadlines, and payment dates. 1
  • Documenting supplier performance and checking compliance with agreed terms and conditions. 1
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
The required qualifications for the ICT Contract Management Associate position include:
  • A high school diploma with five years of relevant professional experience, or a Bachelor’s degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited academic institution with three years of relevant professional experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage.
  • Knowledge and use of advanced Microsoft Office applications.
  • Hands-on experience with ERP systems.
  • Excellent knowledge of public sector procurement and logistics rules and procedures, or similar experience in organizations such as the UN.
  • Familiarity with accounting systems, software, and procedures.
  • Strong ability to prepare clear and concise reports and coordinate administrative activities.
  • Good oral and written communication skills, along with analytical and report-writing skills.

Educational Background:
The educational background required for this position includes a high school diploma with five years of relevant professional experience, or a Bachelor’s degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Certification in Procurement, Logistics, or Supply Chain Management is an advantage and may enhance the candidate's qualifications.

Experience:
The level of experience needed for the ICT Contract Management Associate position includes a minimum of five years of relevant professional experience for candidates with a high school diploma, or three years of relevant professional experience for candidates with a Bachelor’s degree. Candidates should have hands-on experience with ERP systems and a strong understanding of public sector procurement and logistics rules and procedures, particularly in organizations similar to the UN.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of an official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
