Job Overview: The Information Manager and Data Engineer will play a crucial role in the Housing, Land, and Property (HLP) Vault program under the supervision of the Senior Information and Communications Technology (ICT) Officer in the Peace and Recovery Division (PRD). This position involves the design, development, and maintenance of the ICT and data infrastructure for the HLP Vault program. The incumbent will be responsible for planning, designing, and implementing ICT aspects of the program, conducting requirements gathering and analysis, and engaging in system design and full-stack development. The role also includes monitoring and analyzing the performance of digitization processes, ensuring data management and protection, and developing information management products such as reports and dashboards. The Information Manager and Data Engineer will also support the implementation of Microsoft Azure solutions and participate in securing applications and systems, while maintaining confidentiality and providing timely updates to the Program Manager.
Duties and Responsibilities: The duties and responsibilities of the Information Manager and Data Engineer include:
Designing, developing, and maintaining the ICT and data infrastructure for the HLP Vault program.
Conducting requirements gathering and analysis, and finalizing business requirements in coordination with stakeholders.
Engaging in system design, database design, full-stack development, testing, deployment, and maintenance of applications.
Monitoring and analyzing the performance of daily digitization processes and recommending solutions to performance issues.
Ensuring the collection, storage, management, and protection of data, including data consistency and analysis.
Identifying and advising on potential data-related problems and proposing expert solutions.
Developing information management products such as indicators, templates, reports, charts, maps, and dashboards.
Preparing technical and user documentation for deployed systems and developing training materials.
Supporting the implementation and maintenance of Microsoft Azure solutions. 1
Participating in securing applications and systems in coordination with the ICT security" style="border-bottom: 1px dotted #007bff !important;">Security Team. 1
Providing timely updates and reports to the Program Manager on document processing efforts. 1
Maintaining strict confidentiality in all aspects of work. 1

Required Qualifications: The required qualifications for the Information Manager and Data Engineer position include:
A Master’s degree in Information Technology or a related field from an accredited academic institution with five years of relevant professional experience; or a University degree in the same fields with seven years of relevant professional experience.
Demonstrated experience in record(s) digitalization and full-stack development.
Experience with software development, deployment, and documentation using Azure DevOps.
Proficiency in programming using three or more of the following data tools: C#, .NET, SQL, MS SharePoint, API development, jQuery.
Hands-on experience in developing reports and dashboards using Power BI and/or Tableau.
Prior work experience with international humanitarian organizations or government institutions in a multicultural setting.
Educational Background: Candidates must possess either a Master’s degree in Information Technology or a related field from an accredited institution, or a University degree in the same fields. The educational background should be complemented by relevant professional experience, with a minimum of five years for those with a Master’s degree and seven years for those with a University degree.
Experience: The position requires a demonstrated level of experience in the field of record(s) digitalization, full-stack development, and software deployment. Candidates should have a proven track record of working with various data tools and technologies, as well as experience in a multicultural environment, particularly within international humanitarian organizations or government institutions.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of Arabic and/or another official UN language (such as French, Chinese, Russian, or Spanish) is considered an advantage. All staff members are required to be fluent in one of the three official IOM languages: English, French, or Spanish.
Additional Notes: The contract for this position is fixed-term for one year, with the possibility of extension. This recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. The position is classified at the P-3 grade level, and candidates must be mobile as part of the international recruitment process.
