Job Overview:
The Finance Analyst position is crucial for managing the Finance team within the Operations Unit of UNDP Morocco. Under the guidance of the Operations Manager, the Finance Analyst is responsible for ensuring the effective and transparent utilization of financial resources. This role involves analyzing financial rules and regulations, providing solutions to complex financial issues, and promoting a collaborative, client-oriented approach. The Finance Analyst will work closely with various teams within the Country Office, UNDP HQ, and government officials to ensure successful financial performance. The position requires a proactive approach to financial management, including the implementation of operational strategies, budget management, and cash management, while also facilitating knowledge sharing and capacity development among staff.

Duties and Responsibilities:
  • Implement operational and financial management strategies, ensuring compliance with UNDP policies and procedures. This includes supporting audits, enhancing internal controls, and monitoring financial activities.
  • Manage budgets for development and management projects, ensuring proper planning and monitoring of financial resources. This involves establishing budget preparation systems and ensuring timely reporting on budgetary status.
  • Control CO accounts by analyzing internal expenditure systems, ensuring accurate processing of invoices, and maintaining compliance with IPSAS.
  • Manage cash and treasury functions, ensuring sufficient liquidity for disbursements and preparing cash flow forecasts.
  • Facilitate knowledge building and sharing within the CO, providing training and guidance on financial management and compliance matters. The Finance Analyst will also supervise Finance Associates and Assistants, ensuring effective team management and performance.

Required Qualifications:
Candidates must possess a professional accounting qualification from an internationally accredited institute or an Advanced (Master’s) University Degree in Finance and/or Accounting. Those without professional qualifications but with relevant degrees must complete the Finance Training and Certification Programme if recruited. Candidates with an MBA or a master's in finance without accountancy qualifications must pass the UNDP Advanced Accountancy and Finance Test to be eligible for shortlisting. Relevant experience in financial management services, team management, and familiarity with ERP systems is essential. Experience with IPSAS or IFRS is required, and prior experience with UNDP or similar organizations is highly desirable.

Educational Background:
A professional accounting qualification from an internationally accredited institute of accountancy is required. Alternatively, an Advanced (Master’s) University Degree in Finance and/or Accounting is acceptable. Candidates lacking professional qualifications but holding degrees in accountancy or finance must complete the Finance Training and Certification Programme upon recruitment. Those with an MBA or master's in finance without accountancy qualifications must successfully undertake the UNDP Advanced Accountancy and Finance Test to qualify for consideration.

Experience:
The position requires a minimum of two years of relevant professional experience in financial management services for candidates with a Bachelor’s degree. Applicants with a Master’s degree are not required to have prior work experience. Experience in managing teams and operational systems is highly desirable, along with proficiency in using office software and web-based management systems such as ERP financials. Familiarity with IPSAS and/or IFRS is necessary for external candidates, and relevant experience in finance within UNDP or other UN entities is an asset.

Languages:
Fluency in French is required as it is the UN language of the duty station. Good knowledge of Arabic is necessary for local staff, while working knowledge of English is also required. This multilingual proficiency is essential for effective communication and collaboration within the diverse environment of UNDP.
