Job Overview:
The Consultant for Resilience Testing in Health Systems will play a crucial role in the EU4Health project, which aims to secure access to healthcare for refugees and displaced Ukrainians in Moldova and other EU Member States. This position involves conducting resilience tests to evaluate the national health system's capacity to respond to the influx of war-related migrants. The consultant will be responsible for developing a comprehensive understanding of the health system's vulnerabilities and strengths, facilitating workshops, and collaborating with national counterparts to ensure effective participation in resilience testing. The consultant will also be tasked with synthesizing complex data and translating findings into actionable insights that inform policy development and strengthen health systems, particularly in the context of migration.

Duties and Responsibilities:
  • Develop and deliver five resilience tests to assess the national health system's response to the influx of migrants from Ukraine.
  • Collaborate with the European Observatory on Health Systems and Policies (OBS) to create an adjusted scenario reflecting the impact of migration on the health system in Moldova.
  • Conduct stakeholder analysis to identify and propose a list of 20-30 potential participants for resilience testing workshops.
  • Design and develop a set of resilience test questions tailored to the local context and priorities for the resilience test day.
  • Facilitate the resilience test day, ensuring effective communication and engagement among participants.
  • Prepare and submit comprehensive reports summarizing the findings and outcomes of the resilience test events.
  • Ensure all deliverables are completed on time and meet the quality standards set by IOM and OBS.
  • Engage in multi-stakeholder dialogues and capacity-building events aimed at enhancing healthcare access for migrant populations.
  • Maintain effective communication with IOM and OBS throughout the project lifecycle.

Required Qualifications:
  • Proven experience in public health and migration health, with a strong understanding of the health system and migration landscape in Moldova.
  • In-depth knowledge of national health policies and institutional frameworks, including the roles of key health actors such as the Ministry of Health and the National Health Insurance Company.
  • Demonstrated ability to conduct and coordinate research on public health and migration topics, including literature reviews and policy analyses.
  • Strong skills in synthesizing complex data and translating findings into actionable insights.
  • Experience in managing multi-stakeholder dialogues and facilitating workshops and capacity-building events.
  • Familiarity with the health needs of refugees from Ukraine and a commitment to equity-driven approaches.

Educational Background:
A relevant degree in public health, social sciences, or a related field is required. Advanced degrees (Master's or PhD) in public health or migration studies are preferred. Additional certifications in facilitation or workshop management would be advantageous.

Experience:
A minimum of 5 years of professional experience in public health, migration health, or related fields is required. Experience working with international organizations or NGOs in similar roles is highly desirable. Proven track record in conducting research and facilitating workshops is essential.

Languages:
Fluency in English is mandatory, with proficiency in Romanian or Russian being highly desirable. Knowledge of other languages relevant to the migrant population in Moldova would be an asset.

Additional Notes:
This consultancy position may require travel within Moldova and potentially to other EU Member States. The contract duration is subject to funding confirmation, and the position may be home-based for consultants who do not need to travel. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
