Job Overview:
The Consultant for the ELEVATE Project will play a crucial role in supporting the implementation of activities aimed at addressing the needs of displacement-affected communities in Armenia, particularly in the Lori region. This position is part of a broader initiative launched in response to the influx of refugees and vulnerable groups due to regional conflicts. The consultant will work under the supervision of the Head of Office in IOM Armenia and the Project Coordinator, contributing to the project's objectives of enhancing economic resilience and empowering marginalized groups. The consultant's responsibilities will include logistical support for project activities, outreach and promotion of initiatives, and active communication with local educational institutions and community members. The role requires a commitment to understanding the local context and the specific needs of refugees and other vulnerable populations, ensuring that their voices are integrated into project programming.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: collecting and organizing documents related to the grant application process, providing consultation to individuals regarding eligibility criteria, and supporting the logistics and organization of project activities in the Lori region. The consultant will also engage in outreach efforts to promote project activities, maintain active communication with local educational institutions, and facilitate interactions with refugees and other vulnerable groups. Participation in meetings, training courses, and workshops is expected, along with the performance of additional duties as assigned by the supervisor. The consultant is required to work approximately 10 hours per week, focusing on the implementation of weekly tasks as directed by the IOM project team.

Required Qualifications:
Candidates must possess a university degree in Political or Social Sciences, International Relations, Development Studies, Sociology, Human Rights, Law, or related fields, along with at least two years of relevant professional experience. Alternatively, candidates with a high school diploma and four years of relevant experience will also be considered. Proven experience in community engagement, knowledge of transition and recovery themes, and solid project implementation skills are essential. Experience working with migrants, refugees, and vulnerable groups is highly desirable, as is prior work with international humanitarian organizations or government institutions in a multicultural setting.

Educational Background:
A university degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Sociology, Human Rights, or Law is required. Candidates with a high school diploma may be considered if they have significant relevant experience. The educational background should align with the responsibilities of the consultancy, emphasizing the importance of understanding social dynamics and community needs.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a university degree, or four years if they have a high school diploma. Experience should include working with communities, national institutions, and non-governmental organizations, particularly in areas related to livelihoods, socioeconomic integration, and community cohesion. Solid project implementation and fieldwork experience are critical, as well as familiarity with the challenges faced by migrants and refugees.

Languages:
Fluency in Armenian is mandatory, along with a working knowledge of English. Proficiency in Russian is considered an advantage, as it may facilitate communication with diverse community members and stakeholders. The ability to communicate effectively in these languages is essential for the consultant's role in outreach and engagement activities.

Additional Notes:
The consultancy is part-time, requiring approximately 10 hours of work per week. The position is subject to funding confirmation and may require travel within Armenia. Candidates must be medically fit for appointment and will need to provide proof of medical insurance for non-occupational accidents or illnesses.
