Job Overview:
The Senior Field Assistant position is crucial for the effective implementation of UNHCR's programs in the field, particularly in relation to the protection of refugees and asylum seekers in Peru. The incumbent will be responsible for monitoring the delivery of assistance items, liaising with local authorities and implementing partners, and ensuring that the needs of persons of concern are met. This role requires a deep understanding of the local context, including protection mechanisms, and the ability to engage with vulnerable populations. The Senior Field Assistant will also assist in administrative tasks, data collection, and reporting, contributing to the overall mission of UNHCR to protect and assist those in need.

Duties and Responsibilities:
The duties and responsibilities of the Senior Field Assistant include:
  • Monitoring the implementation of UNHCR programs, including the delivery of assistance items and infrastructure monitoring.
  • Assisting in administrative tasks such as report preparation and supporting field missions.
  • Acting as an interpreter and contributing to liaison activities.
  • Collecting relevant data and information for reporting to supervisors.
  • Maintaining regular contact with local authorities and implementing partners.
  • Assisting in the reception, registration, and provision of assistance to persons of concern.
  • Following up on the situation of persons of concern in camps and other accommodation areas.
  • Liaising with local authority counterparts and populations of concern.
  • Directing unresolved incidents to the supervisor. 1
  • Supporting risk management and decision-making processes. 1
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include knowledge of protection mechanisms in Peru, experience in assisting vulnerable populations, and proven experience in liaising with public institutions and refugee communities. Desirable qualifications include completion of UNHCR learning programs or specific training relevant to the position's functions.

Educational Background:
The educational background required for this position includes a High School Diploma as a minimum, with a Bachelor’s degree or higher being advantageous. Relevant fields of education include Business Administration, Law, and Political Science. Certificates and licenses in these areas are considered essential for the role.

Experience:
The position requires candidates to have at least 2 years of relevant experience for those with a High School Diploma, or 1 year of relevant experience for those with a Bachelor’s degree or higher. Experience should be related to fieldwork, particularly in contexts involving refugees, asylum seekers, and vulnerable populations.

Languages:
Fluency in English and Spanish is mandatory, with a minimum proficiency level of B

This position is offered as a local individual contractor agreement through UNOPS, with the possibility of extension based on operational needs, budget, and performance.
