Job Overview:
The position of Evaluator for IOM Zimbabwe's Reintegration Project involves conducting a mid-term evaluation to assess the project's progress toward achieving its objectives and outcomes as outlined in the project document. The evaluator will identify early indicators of success or challenges and provide actionable recommendations to ensure the project remains aligned with its intended results. The evaluation will focus on the project's impact on returning migrants and host communities affected by the uncertainty surrounding the Zimbabwe Exemption Permit (ZEP) policy. The evaluator will work closely with the project team, partners, and beneficiaries to gather data and insights that will inform the evaluation process. This role requires a comprehensive understanding of migration dynamics, social cohesion, and the socio-economic context in Zimbabwe, as well as the ability to analyze complex data and provide clear, evidence-based recommendations.

Duties and Responsibilities:
The evaluator will be responsible for developing a detailed evaluation methodology, incorporating both quantitative and qualitative methods. They will conduct data collection and analysis, present initial findings, and prepare a draft evaluation report. The evaluator will also review feedback on the draft report and finalize the evaluation report, brief, and management response matrix. They will ensure that the evaluation incorporates gender equality, disability inclusion, and human rights as crosscutting issues. The evaluator will engage with various stakeholders, including project partners, beneficiaries, and government representatives, to gather insights and assess the project's relevance, coherence, effectiveness, efficiency, and sustainability. Additionally, the evaluator will be responsible for ensuring that the evaluation adheres to IOM's ethical standards and guidelines.

Required Qualifications:
Candidates for this position must possess a Master's degree in social science, economics, migration studies, or a related field. A minimum of seven years of experience in conducting program or project evaluations is required, along with expertise in evaluation design and both quantitative and qualitative data collection and analysis. Experience in the country or region, particularly in migration and reintegration support, is preferred. Familiarity with evaluating KOICA-funded projects and UN projects will be considered an asset. Strong communication skills, time management abilities, and cultural sensitivity are essential for this role, as well as excellent oral and written communication skills in English.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as social science, economics, migration studies, or a related discipline. This advanced degree is essential for understanding the complexities of migration issues and the socio-economic context in Zimbabwe, as well as for conducting thorough evaluations of the project's impact and effectiveness.

Experience:
The evaluator should have a minimum of seven years of experience in conducting program or project evaluations. This experience should include a strong background in evaluation design, quantitative and qualitative data collection and analysis, and familiarity with migration and reintegration support. Experience in the specific context of Zimbabwe or similar regions will be highly beneficial, as it will provide the evaluator with insights into the local dynamics and challenges faced by returning migrants and host communities.

Languages:
Fluency in English is mandatory for this position, as the evaluator will need to communicate effectively with various stakeholders and produce written reports. While English is the primary language required, knowledge of local languages may be considered an asset, as it could facilitate communication with beneficiaries and local partners.

Additional Notes:
The evaluation is expected to commence on June 10, 2025, with an indicative commitment of 27 full working days from the evaluator. The evaluation will involve travel to areas where project activities are being implemented. The selected evaluator will be responsible for submitting a comprehensive budget that includes travel costs and other expenses related to the evaluation. IOM emphasizes a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
