Job Overview:
The consultant will play a crucial role in leading the development of a comprehensive Situation Analysis (SitAn) report and a Gender Programmatic Review (GPR) for UNICEF Mozambique. This position is vital for understanding the evolving needs of children and adolescents in Mozambique, particularly in light of recent challenges such as droughts, armed conflict, and political unrest. The consultant will conduct a thorough analysis of the current situation, focusing on child rights and well-being, and will provide strategic recommendations to inform the upcoming Country Programme Document (CPD) for 2027-203
  • The consultant will also engage with key stakeholders to gather insights and ensure that the analyses reflect the realities faced by children and adolescents in the country. The work will involve synthesizing existing data, conducting consultations, and producing high-quality reports that will guide UNICEF's strategic priorities and interventions.

Duties and Responsibilities:
  • Conduct a desk review of existing data, research, evaluations, and relevant documents related to child rights and gender issues in Mozambique.
  • Facilitate consultations with key stakeholders, including government officials, NGOs, and community representatives, to gather qualitative insights.
  • Develop a comprehensive SitAn report that analyzes the status of children and adolescents, highlighting progress, challenges, and opportunities.
  • Conduct a Gender Programmatic Review that identifies root causes of gender inequities and proposes strategic interventions.
  • Prepare a country programme evidence review that synthesizes findings from various UNICEF-supported programmes.
  • Present preliminary findings to UNICEF programme teams and incorporate feedback into final reports.
  • Ensure that all analyses are aligned with UNICEF's global guidance and frameworks, particularly regarding gender and child rights.
  • Provide recommendations for improving future interventions and support evidence-based decision-making for the next CPD.

Required Qualifications:
  • A Master's degree in relevant fields such as public policy, human/child rights, development studies, social policy, or social sciences.
  • 5-8 years of experience in evidence synthesis, analytical report development, and gender analysis.
  • Proven experience in reviewing and analyzing secondary quantitative and qualitative data, including policy and financial analysis.
  • Strong analytical skills and knowledge of statistical data and social service systems.
  • Familiarity with the socio-economic context of Eastern and Southern Africa, particularly Mozambique, is an asset.
  • Previous experience working with UNICEF or similar organizations is highly desirable.

Educational Background:
Candidates must possess a Master's degree in relevant fields such as public policy, human/child rights, development studies, social policy, social sciences, or demographics. This educational background is essential for understanding the complexities of child rights and gender issues in the context of Mozambique's development challenges.

Experience:
The position requires 5-8 years of relevant work experience, particularly in evidence synthesis, analytical report development, and gender analysis. Candidates should have a proven track record in reviewing and analyzing both quantitative and qualitative data, as well as experience in facilitating consultations with diverse stakeholders, including government, NGOs, and community representatives. Familiarity with UNICEF's policies and frameworks will be an advantage.

Languages:
Fluency in English is mandatory, while knowledge of Portuguese is considered an asset. Proficiency in both languages will enhance communication with local stakeholders and facilitate the analysis of relevant documents and data.

Additional Notes:
This consultancy position is not classified as a staff member under the UN regulations and does not include benefits such as leave entitlements or medical insurance. The consultant will be responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the duration of the contract. Selected candidates must confirm their fully-vaccinated status against COVID-19, although this requirement does not apply to those working remotely.
