Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in the implementation of the National E-commerce Strategy (NECS) for Samoa, specifically through the deployment of the eTrade Reform Tracker (eTRT). This position is home-based, allowing for flexibility while contributing to a significant project aimed at enhancing the digital economy in Samoa. The officer will be responsible for supporting the deployment of the eTRT, which involves training Ministry and agency officers, liaising with various stakeholders, and ensuring the operational success of the tracker. Additionally, the officer will monitor the progress of NECS implementation, prepare reports, and engage with key stakeholders to gather necessary feedback and data. This role requires a proactive approach to problem-solving and the ability to adapt training materials to fit the local context, ensuring that all involved parties are equipped to utilize the eTRT effectively.

Duties and Responsibilities:
  • Support the deployment of the eTrade Reform Tracker (eTRT) by collaborating with the MCIL eTrade Focal Point and other ministries to ensure effective implementation.
  • Deliver tailored training programs, including workshops and hands-on coaching sessions, to enhance the skills of Ministry/Agency officers and stakeholders in using the eTRT.
  • Act as a liaison between MCIL and other relevant ministries and agencies to facilitate collaboration and information sharing.
  • Inform UNCTAD of progress and technical issues related to the eTRT to ensure seamless operationalization.
  • Monitor the implementation of the NECS, preparing regular reports and updates for the National E-Commerce Sub-Committee.
  • Engage with stakeholders to gather feedback and data from various sources to support decision-making.
  • Assist the MCIL eTrade Focal Point in mobilizing resources and documenting best practices and lessons learned during the deployment of the eTRT.

Required Qualifications:
An advanced degree (Master's) in economics, public administration, information technology, or a related field is required. Alternatively, a Bachelor's degree with two additional years of relevant work experience may be accepted in lieu of a Master's degree. Candidates must demonstrate at least three years of experience in project management, monitoring and evaluation, or public policy implementation, preferably within e-commerce or digital economy initiatives. Strong technical skills in data collection, analysis, and reporting tools are essential, along with excellent communication and stakeholder engagement abilities. Proven experience in managing complex projects with multiple stakeholders and delivering results under tight deadlines is also required.

Educational Background:
Candidates must possess an advanced degree (Master's) in economics, public administration, information technology, or a related field. Experience:

Demonstrated expertise in capacity building, including the design and delivery of training programs, is also essential for this role.

Languages:
Fluency in spoken and written English is mandatory for this position. This proficiency is critical for effective communication with stakeholders, preparation of reports, and delivery of training sessions. While additional languages may be beneficial, English is the primary language of operation for this role.
