Job Overview: The Regional Technical Specialist (RTS) for Ecosystems and Biodiversity is responsible for providing technical, policy, and programming support to UNDP Country Offices, governments, NGOs, and other stakeholders in the field of biodiversity and ecosystem management. The RTS will engage in strategic partnerships and policy dialogues to enhance UNDP's influence and visibility in environmental matters. This role requires a flexible approach to accommodate global consultations and the ability to work independently from a home-based setting. The RTS will lead initiatives to develop new project opportunities aligned with UNDP's strategic objectives, ensuring effective resource mobilization and portfolio management. The incumbent will also contribute to knowledge management and capacity development efforts, sharing best practices and insights with stakeholders to promote organizational learning and external influence.
Duties and Responsibilities: The incumbent will work under the supervision of the Principal Technical Advisor (PTA) for Ecosystems and Biodiversity. Key responsibilities include:
Leading strategic engagement with environmental stakeholders to foster partnerships and enhance policy influence.
Engaging in high-level policy dialogues and advocacy initiatives to support UNDP's environmental goals.
Identifying and developing new project opportunities that align with UNDP's biodiversity objectives.
Providing technical advice on funding sources and project development, including integrated approaches.
Assisting with the inception and start-up of programmes/projects, ensuring strong technical and operational capacity.
Advising on project supervision and implementation, providing troubleshooting and guidance for adaptive management.
Conducting risk management oversight and ensuring alignment with project documents.
Leading the development and dissemination of knowledge products and best practices in biodiversity management.
Organizing workshops and learning events to share insights and learn from experts in the field. 1
Performing other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Ecology, Biology, Environmental Sciences, Economics, Social Sciences with a specialization in environment and development, or closely related fields. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields combined with two additional years of qualifying experience will be considered. Candidates should have a minimum of 7 years of experience (9 years with a bachelor’s degree) working with developing countries on ecosystems and biodiversity, with demonstrable experience in advising governments and stakeholders, particularly in the Asia and Pacific regions. Experience in project conceptualization and development, familiarity with the Global Environment Facility, and knowledge of UNDP policies and practices are also required.
Educational Background: An advanced university degree (master's degree or equivalent) in relevant fields such as Ecology, Biology, Environmental Sciences, Economics, or Social Sciences with a focus on environment and development is required. A first-level university degree (bachelor’s degree) in these fields, combined with two additional years of qualifying experience, will also be considered.
Experience: Candidates should have a minimum of 7 years of relevant experience with a master's degree or 9 years with a bachelor's degree, specifically in working with developing countries on ecosystems and biodiversity. This includes experience in advising governments and stakeholders, particularly in the Asia and Pacific regions, and a strong background in biodiversity conservation and ecosystem management, including ecosystem-based climate mitigation and adaptation. Experience with project management, particularly in donor-financed projects, and familiarity with international organizations and UNDP policies is essential.
Languages: Fluency in English is required for this position. Knowledge of one or more other UN languages would be considered an added advantage, enhancing the candidate's ability to engage with diverse stakeholders and contribute to UNDP's global initiatives.
