Job Posting Organization:
The position is located within the Operational Planning Service (OPS) under the Division for Special Activities (DSA) of the Department of Operational Support (DOS). The DOS was established to provide operational advisory services to various entities across the United Nations Secretariat, including departments, offices away from headquarters, field missions, and regional commissions. The DSA oversees a range of specialized operational capacities, focusing on supporting start-up, surge, transition, and liquidation requirements. The organization aims to exercise authority on behalf of entities that lack capacity or from which authority has been temporarily withdrawn, ensuring effective operational support during critical phases.

Job Overview:
The Programme Management Officer will play a crucial role in supporting the planning, implementation, monitoring, and evaluation of DOS responses in cross-cutting operational support during various phases such as start-up, surge, transition, liquidation, and crisis situations. This position requires collaboration with a Senior logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer in OPS and involves a range of responsibilities that include program/project planning and evaluation, consulting assignments, research and analysis, operational support guidance development, and outreach activities. The officer will also be responsible for organizing and preparing written outputs, providing substantive backstopping to meetings and conferences, and leading field missions. The role demands a proactive approach to identifying problems and initiating corrective actions while ensuring effective communication with relevant stakeholders.

Duties and Responsibilities:
The Programme Management Officer will be responsible for the following duties:
  • Planning, implementing, and evaluating assigned programmes/projects; monitoring and analyzing programme/project development and implementation in cross-cutting operational support response.
  • Performing consulting assignments in collaboration with clients, coordinating processes, and developing operational support concepts.
  • Researching, analyzing, and presenting information from diverse sources.
  • Coordinating the development of operational support guidance, including issue analysis and preparation of evaluations.
  • Generating survey initiatives and designing data collection tools; reviewing and interpreting responses.
  • Organizing and preparing written outputs such as background papers, reports, and strategic decision briefs.
  • Providing substantive backstopping to meetings and conferences, including proposing agenda topics and preparing documents.
  • Initiating and coordinating outreach activities, conducting training workshops, and making presentations.
  • Leading and participating in large field missions, providing operational support guidance, and drafting mission summaries. 1
  • Coordinating activities related to funding as required. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, project management, social or natural sciences, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate knowledge and understanding of operational support planning theories and concepts, as well as the ability to analyze and resolve issues effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in a relevant field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Completion of programs in data analytics or related fields is considered an asset.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates must have at least two years of experience in a field location of an international organization and one year of experience in the last three years related to drawdown and liquidation of a field entity in cross-cutting operational support. Experience in developing crisis contingency plans and resource mobilization is also required, along with experience in drafting reports for intergovernmental legislative bodies.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is desirable.

The appointment is temporary and available through 31 December 202
  • The position is funded under the UNSMIL budget but approved by the General Assembly as a DOS post. The appointment is subject to the availability of funding and budgetary approval. The position may be limited to internal candidates who have been recruited through a competitive examination.
