Job Overview:
The UNV Programme Associate position is part of the UNEP's Regional Office for West Asia, specifically supporting Qatar in preparing its Initial Biennial Transparency Report (BTR1). The role involves ensuring timely and accurate data collection for the National Inventory Report (NIR) and National Determined Contributions (NDC) chapters of the BTR. The Programme Associate will be responsible for collecting information on national circumstances and institutional arrangements related to the GHG inventory and NDC tracking, documenting and archiving activity data, emission factors, and conversion factors used in the GHG inventory processes. Additionally, the associate will prepare a summary report on good practices and lessons learned from the BTR process, conduct targeted research to support workshops and capacity-building activities, and prepare presentations and meeting documentation in both Arabic and English.

Duties and Responsibilities:
The duties and responsibilities of the UNV Programme Associate include:
  • Ensuring timely and accurate data collection for the National Inventory Report (NIR) and National Determined Contributions (NDC) chapters of the BTR.
  • Collecting information on national circumstances and institutional arrangements related to the GHG inventory to be submitted as part of the BTR
  • Gathering information on national circumstances and institutional arrangements related to NDC tracking.
  • Documenting and archiving activity data, emission factors, conversion factors, and all steps used in the GHG inventory processes.
  • Preparing a summary report on good practices and lessons learned from the BTR process.
  • Conducting targeted research to support the preparation and delivery of workshops and capacity-building activities.
  • Preparing PowerPoint presentations, concept notes, and detailed agendas in both Arabic and English.
  • Ensuring accurate and timely minutes of meetings and workshops, with clear documentation of key decisions and action items.

Required Qualifications:
The position requires a strong commitment to the mission of the United Nations and the ability to work in a multicultural environment. Candidates should possess excellent organizational skills, attention to detail, and the ability to manage multiple tasks effectively. Strong communication skills, both written and verbal, are essential, particularly in Arabic and English. The candidate should demonstrate adaptability, creativity, and professionalism in their work.

Educational Background:
A degree in environmental science, social sciences, or a related field is required. Candidates with advanced degrees or specialized training in climate change, environmental policy, or related areas will be given preference. Knowledge of the UN system and environmental issues in the West Asia region is an advantage.

Experience:
Candidates should have at least 1-2 years of relevant experience in data collection, research, or project management, preferably in the field of environmental sustainability or climate change. Experience working with governmental or international organizations is highly desirable. Familiarity with GHG inventory processes and reporting frameworks is a plus.

Languages:
Fluency in Arabic and English is mandatory. Knowledge of additional languages spoken in the region would be considered an asset, enhancing communication and collaboration with diverse stakeholders.

Additional Notes:
This is a national UN Volunteer assignment based in Beirut, Lebanon. The UN Volunteer will be responsible for arranging their own housing and other living essentials.
