Job Overview:
The Senior Supply Chain Associate (Engineering) position is a critical role within the Resource Management Unit of the IOM Algeria Country Office. The incumbent will be responsible for overseeing the maintenance and repair of office and transit facilities, ensuring that all operations are conducted in compliance with international standards. This role requires a proactive approach to facility management, including preventive maintenance and the establishment of maintenance agreements with service providers. The Senior Supply Chain Associate will also play a key role in the design and implementation of construction and rehabilitation projects, ensuring inclusivity and accessibility for vulnerable groups. The position demands a strong technical background in engineering, as well as the ability to coordinate with various stakeholders, including governmental authorities and non-governmental organizations. The successful candidate will be expected to contribute to the development of project documents, conduct quality assurance inspections, and facilitate the integration of cross-cutting issues such as gender and disability inclusion into program implementation.

Duties and Responsibilities:
  • Support and monitor the maintenance and repair of office facilities and transit facilities for beneficiaries, including preventive maintenance for electrical, heating, plumbing, and air conditioning systems.
  • Contribute to the establishment of maintenance agreements with competent service providers when feasible and cost-effective.
  • Ensure that all construction and rehabilitation programs are designed to be inclusive and accessible for all, integrating cross-cutting issues such as environment, gender, age, and protection mainstreaming.
  • Coordinate and oversee the preparation of construction and rehabilitation project documents, including technical designs, bill of quantities (BoQs), and specifications, ensuring compliance with international building standards and IOM practices.
  • Review and approve project BoQs, Payment Certificates, Variation and Change Orders, and Certificates of Provisional and Final Acceptance, monitoring compliance with technical standards.
  • Participate in tender processes, pre-bid conferences, bid openings, and site visits, providing technical evaluation advice.
  • Draft Terms of Reference for contracting engineering consultants and feasibility studies.
  • Analyze project proposals in coordination with project managers to ensure technical feasibility and resource allocation.
  • Conduct random on-site Quality Assurance and Quality Control inspections, addressing any defective works observed. 1
  • Facilitate the integration of gender, disability inclusion, and human rights into program implementation. 1
  • Serve as a focal point on technical issues related to construction, infrastructure, and WASH during procurement and project development. 1
  • Perform other related duties as assigned.

Required Qualifications:
Candidates must possess a High School diploma with six years of relevant professional experience, or a Bachelor’s degree in Civil/Structural Engineering, Construction Management, or related fields from an accredited institution with four years of relevant experience. Accredited universities are those listed in the UNESCO World Higher Education Database. The position requires a strong understanding of construction and rehabilitation project implementation, as well as proficiency in CAD-based applications such as AutoCAD and Civil 3D. Knowledge of planning applications like MS-Project and Primavera is also essential. Candidates should have experience liaising with governmental authorities and working with vulnerable populations, including migrants and refugees. Prior experience with international humanitarian organizations is advantageous.

Educational Background:
The educational background required for this position includes either a High School diploma with six years of relevant professional experience or a Bachelor’s degree in Civil/Structural Engineering, Construction Management, or related fields from an accredited academic institution. The degree must be from a recognized university listed in the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in engineering principles and practices relevant to the role.

Experience:
The position requires a minimum of four years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a High School diploma. Experience should include implementing construction and rehabilitation projects, with a strong emphasis on field experience. Candidates should also have knowledge and experience in using CAD-based applications for design review, as well as planning applications for project scheduling. Experience in working with governmental authorities and international organizations, particularly in a multicultural setting, is highly valued. Familiarity with the challenges faced by vulnerable groups, including migrants and refugees, is also important.

Languages:
Fluency in English and French is mandatory for this position, both oral and written. Working knowledge of Arabic is desirable, as IOM’s official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

This position is classified at the G6 grade level and is based in Algiers, Algeria. The role is full-time and involves direct reporting to the Supply Chain Officer or Head of the Resource Management Unit. The position is new and does not have any direct reports.
