Job Overview: The consultant will play a crucial role in ensuring the functional efficiency of the ASYCUDA modules and components that are currently implemented in the Central and Eastern Europe and Central Asia (CEECA) region. The role involves analyzing existing systems, identifying gaps, and making recommendations for improvements to enhance the functionality of the ASYCUDA system, which is vital for digital customs operations in the region.
Duties and Responsibilities: Under the general supervision of the UNCTAD ASYCUDA Regional Coordinator for CEE and Central Asia, the consultant will be responsible for the following duties:
Analyze gaps and assess the needs of ASYCUDA modules implementation in the transition economies region.
Define requirements for functional fine-tuning of the new digital customs components.
Refine automated decision-making processes and assist in functional improvements.
Conduct functional preparation for the piloting and rollout of ASYCUDA system components.
Provide recommendations on addressing functional and procedural gaps identified during piloting and rollouts.
Required Qualifications: The position requires an advanced university degree, specifically a Master's degree in computer science, engineering, mathematics, or a related field. A PhD would be considered an advantage. Additionally, candidates must have at least 7 years of progressively responsible experience in the ICT sector, particularly in the analysis, deployment, management, and maintenance of complex information systems. Experience in implementing e-customs, e-finance, or trade single window systems is essential, while experience in the governmental ICT sector and in implementing ICT projects in transition economies is desirable.
Educational Background: Candidates must possess an advanced university degree (Master's) in a relevant field such as computer science, engineering, or mathematics. A PhD is advantageous but not mandatory. This educational background is crucial for understanding the complexities of the systems involved in the role.
Experience: The consultant is expected to have a minimum of 7 years of progressively responsible experience in the ICT sector. This experience should include significant involvement in the analysis, deployment, management, and maintenance of complex information systems. Specific experience in implementing e-customs, e-finance, or trade single window systems is required, and familiarity with the governmental ICT sector is desirable. Experience in the transition economies region is also a plus, as it will provide valuable insights into the operational challenges faced by these economies.
Languages: Fluency in Russian, both oral and written, is mandatory for this position. Knowledge of English is desirable, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with a broader audience.
