Job Overview: The consultancy position focuses on providing technical expertise in the deployment and enhancement of the IAEA's Science and Technology (S&T) Applications, which include systems and tools designed to improve nuclear security detection activities. These applications facilitate secure connectivity between radiation detectors and state-controlled command centers, enabling continuous monitoring and data collection. The consultant will be responsible for improving these applications through testing, deployment, and training, while also collaborating with member states to identify and implement enhancements that meet their nuclear security needs. This role is critical in ensuring that the IAEA's nuclear security framework is robust and responsive to emerging threats.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including: conducting technical meetings to generate ideas and address issues related to the S&T Applications; drafting project change notices (PCNs) to propose enhancements or upgrades; performing initial assessments of user feedback and requests; collaborating with the Nuclear Security Technical Development and Coordination (NSTDC) Team to address user feedback and escalate issues as necessary; managing the Team Foundation Server (TFS) to log feedback, suggestions, and bugs; supporting quality assurance and control processes; and assisting in the implementation of the applications in member states. The consultant will also be expected to provide training to users and system administrators, ensuring they are equipped to effectively utilize the applications.
Required Qualifications: Candidates must possess advanced skills in project management and computer programming. Additionally, experience in radiation detection and measurement is considered an asset. The consultant should have a strong background in managing secure software and network systems, with demonstrated success in project management. Proficiency in at least one programming language is required, along with operational knowledge of setting up and configuring containerized applications on both Windows and Linux systems. Familiarity with hardening web servers and applications, as well as experience with open-source code and smartphone applications, is also beneficial. Training experience in radiation detection instruments and network/software installation is an asset.
Educational Background: An advanced university degree in Computer Science, Engineering, or a directly related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. This educational background ensures that the consultant has the necessary technical foundation to perform the required functions effectively.
Experience: A minimum of five years of experience in roles related to the functions outlined in the job description is required. This experience should include a proven track record in project management, particularly in the context of secure software and network systems. Candidates should also have practical experience in programming and operational knowledge of radiation detection instrumentation, which is essential for the role.
Languages: Fluency in written and verbal English is mandatory, along with proficiency in at least one additional IAEA official language, particularly Spanish or French. The ability to author project plans and technical documents in these languages is crucial for effective communication and documentation within the organization.
Additional Notes: The consultancy position offers a daily fee of up to €300, depending on qualifications and experience. If travel is required for the assignment, a daily subsistence allowance (DSA) and travel costs will be covered. It is important to note that health coverage and pension fund contributions are the responsibility of the consultant.
