Job Overview:
The UNV Monitoring and Evaluation Officer will play a crucial role in supporting the monitoring and evaluation of projects aimed at enhancing livelihoods and disaster resilience in earthquake-affected areas of Nepal. This position involves collecting and analyzing data related to project activities, consolidating achievements into periodic reports, and coordinating with various stakeholders to ensure effective project implementation. The officer will work closely with municipal associates and technical officers to gather necessary inputs for reporting and will be responsible for identifying potential issues in project execution. The role also includes conducting site visits to monitor compliance with social and environmental standards, preparing monitoring plans, and supporting knowledge management efforts within the projects. The overarching goal is to contribute to effective earthquake recovery and long-term resilience in the affected communities.

Duties and Responsibilities:
The duties and responsibilities of the UNV Monitoring and Evaluation Officer include:
  • Collecting and analyzing data related to project activities and results in accordance with project documents and work plans.
  • Consolidating project achievements into periodic reports as required by UNDP and donors.
  • Collaborating with municipal associates and technical officers to gather necessary information for reporting.
  • Coordinating with field teams to prepare for interim reviews and final evaluations of projects.
  • Identifying and communicating potential issues in project implementation to relevant teams.
  • Working with the Communication Officer to ensure proper documentation of project activities and development of knowledge products.
  • Maintaining records of beneficiaries and ensuring the application of gender equality and social inclusion (GEDSI) aspects in project implementation.
  • Conducting site visits to monitor compliance with social and environmental standards.
  • Assessing social and environmental risks associated with project activities. 1
  • Acting as the Grievance Focal Point for the project, ensuring proper handling of grievances. 1
  • Preparing monitoring plans with key indicators for social and environmental compliance. 1
  • Supporting the National Project Coordinator and Resilience Analyst in reporting and knowledge management. 1
  • Documenting meeting minutes, case studies, and success stories during project implementation. 1
  • Engaging in activities that promote volunteerism and community engagement.

Required Qualifications:
Candidates for the UNV Monitoring and Evaluation Officer position should possess a strong understanding of monitoring and evaluation principles, particularly in the context of development projects. They should demonstrate technical capabilities relevant to UNDP procedures and possess excellent analytical skills. The ability to work collaboratively with diverse stakeholders, including government officials and community members, is essential. Candidates should also exhibit professionalism, integrity, and a commitment to the values of the UN. Strong communication skills, both written and verbal, are necessary for preparing reports and conducting presentations. Additionally, candidates should be adaptable and able to work independently in challenging environments.

Educational Background:
A bachelor's degree in social sciences, development studies, or a related field is required for this position. A master's degree would be an advantage. Candidates should have a solid understanding of project management and evaluation methodologies, as well as familiarity with social and environmental standards relevant to development projects.

Experience:
Candidates should have at least 2-3 years of experience in monitoring and evaluation, preferably within the context of development projects. Experience working with international organizations or NGOs in Nepal or similar contexts is highly desirable. Familiarity with data collection and analysis tools, as well as experience in report writing, will be beneficial for this role.

Languages:
Fluency in English is mandatory, both spoken and written. Proficiency in Nepali or other local languages is considered an asset, as it will facilitate communication with local communities and stakeholders.

Additional Notes:
This position is a national UN Volunteer assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. The UN Volunteer will be part of the malicious insurance plan and will have opportunities for learning and development throughout their assignment. The role is expected to be full-time, and the candidate should be prepared to engage actively with local communities and stakeholders.
