Job Overview: The position of Individual Consultant involves undertaking a comprehensive feasibility study and developing operational guidelines for Micro, Small, and Medium Enterprises (MSME) insurance coverage and SME-specific insurance products in Ethiopia. The consultant will be required to conduct research, analyze data, and provide recommendations that will enhance the insurance landscape for MSMEs in the country. The assignment will require the consultant to travel to Addis Ababa twice during the assignment period, with each trip lasting approximately 10 working days. The total duration of the assignment is expected to be 60 working days, with the consultant primarily working from home but needing to be present in Addis Ababa for critical meetings and data collection.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conduct a thorough feasibility study on MSME insurance coverage in Ethiopia, including market analysis, stakeholder engagement, and identification of gaps in current offerings.
Develop operational guidelines that will facilitate the implementation of MSME insurance products tailored to the needs of small businesses.
Collaborate with local stakeholders, including government agencies, insurance companies, and MSME representatives, to gather insights and validate findings.
Prepare detailed reports and presentations summarizing research findings, recommendations, and proposed operational guidelines.
Ensure that all deliverables are completed within the specified timeline and meet the quality standards set by UNDP.
Provide ongoing support and consultation to UNDP throughout the assignment, including responding to queries and participating in meetings as required.
Required Qualifications: The ideal candidate should possess the following qualifications:
Proven experience in conducting feasibility studies, particularly in the insurance sector or related fields.
Strong understanding of MSME dynamics and challenges in Ethiopia or similar contexts.
Excellent analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with UNDP's operational guidelines and procurement processes is an advantage.
Educational Background: A minimum of a Master's degree in Business Administration, Economics, Finance, Insurance, or a related field is required. Additional certifications or training in insurance or risk management will be considered an asset.
Experience: Candidates should have at least 5 years of relevant professional experience in conducting feasibility studies, developing operational guidelines, or working in the insurance sector. Experience working with international organizations or development agencies is preferred.
Languages: Fluency in English is mandatory. Knowledge of local languages spoken in Ethiopia, such as Amharic, is considered an asset and will enhance communication with local stakeholders.
Additional Notes: This position is home-based with specific travel requirements to Addis Ababa. The consultant is expected to be available for the duration of the assignment, which is 60 working days. The role is classified as an individual contractor position, and the consultant will be compensated according to UNDP's procurement policies.
