Job Overview:
The Programme Management Officer position is located within the Industry and Economy Division of UNEP, specifically within the Finance Initiative (UNEP FI) in Bangkok. The role involves facilitating and promoting leadership on sustainability among financial institutions in the Asia Pacific region. The officer will engage with a broader membership to implement work programs, monitor progress, and support technical capacity building for sustainable finance initiatives. The position requires expanding membership and endorsements for the Principles for Responsible Banking and Principles for Sustainable Insurance, as well as facilitating knowledge sharing and outreach activities. The officer will also develop cooperation with key stakeholders, participate in program/project development and evaluation, and assist in policy development and research activities. This role is crucial for advancing the sustainable finance agenda in the Asia Pacific region and requires strong analytical, communication, and organizational skills.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a variety of duties including: facilitating leadership on sustainability by financial institutions; engaging members in work program implementation; supporting technical capacity building; expanding membership for sustainable finance principles; facilitating awareness-raising activities; developing cooperation with stakeholders; monitoring and analyzing program/project development; preparing written outputs such as reports and background papers; conducting outreach activities and training workshops; coordinating with various stakeholders; collecting and analyzing data; and performing other duties as required. The officer will also be involved in preparing documents for meetings and conferences, proposing agenda topics, and ensuring effective communication and collaboration with UNEP’s Asia Pacific offices and UN agencies.

Required Qualifications:
Candidates must possess a minimum of 5 years of progressively responsible work experience in partnership development, banking, investment, or sustainable finance activities. Experience working with the international or private finance sector, including banks and institutional investors, is required. Additionally, experience in developing work programs for various stakeholders is desirable, along with at least 2 years of experience in data analytics or a related area. Strong analytical skills and the ability to conduct independent research and analysis are essential for this role.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in finance, environment, sustainable development, social sciences, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, indicating a strong foundation in analytical skills relevant to the position.

Experience:
The position requires a minimum of 5 years of progressively responsible work experience in areas related to partnership development, banking, investment, or sustainable finance. Candidates should have experience in client-facing roles or in developing sustainable finance activities, as well as experience working with international or private finance sectors. Desirable experience includes developing work programs for diverse stakeholders and at least 2 years in data analytics or related fields.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is desirable. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding. Knowledge of another language is considered a rating of 'confident' in two of the four areas.

Additional Notes:
The appointment for this position is for an initial period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding. The selected external candidate will receive a fixed-term appointment limited in accordance with administrative instructions. The position is subject to the authority of the Secretary-General, and staff members are expected to move periodically to new functions in their careers.
