Job Posting Organization:
The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an independent UN Resident Coordinator who represents the UN Secretary-General and oversees the UN Development System at the country level. The organization aims to support countries in achieving their development priorities and the SDGs, operating in various countries worldwide with a focus on collaboration and partnership.

Job Overview:
The Development Coordination Officer, Partnerships and Development Finance, is a pivotal role within the UN Resident Coordination Office in Tashkent, Uzbekistan. This position is responsible for providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships aimed at achieving the Sustainable Development Goals (SDGs). The officer will engage in resource mobilization for the UN Sustainable Development Cooperation Framework (CF) and will advise the UN Resident Coordinator on building and maintaining partnerships, particularly in regions affected by the Aral Sea environmental disaster. The role requires collaboration with various stakeholders, including private sector entities and civil society, to promote innovative financing approaches and enhance the UNCT's capacity to mobilize resources effectively. The officer will also facilitate knowledge management and capacity development activities related to partnerships and resource mobilization, ensuring that the UNCT is well-equipped to meet its development objectives.

Duties and Responsibilities:
The Development Coordination Officer will undertake a variety of responsibilities, including:
  • Providing substantive support for strategic planning and coordination of UNCT partnerships for SDG achievement, including the development and implementation of the UN Resource Mobilization and Partnership Strategy.
  • Supporting joint UNCT resource mobilization efforts for the CF, advising on resource mobilization strategies, and monitoring funding opportunities.
  • Offering strategic advice to the UN Resident Coordinator on partnerships, particularly in the Aral Sea region, and managing the country-level Aral Sea Trust Fund Technical Secretariat.
  • Collaborating with the RCO economist and other experts to promote financing initiatives for the SDGs.
  • Facilitating knowledge management and capacity development activities, promoting best practices and lessons learned in partnerships and resource mobilization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or business analytics is an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and practices, as well as the ability to conduct independent research and analysis.

Educational Background:
An advanced university degree (Master's degree or equivalent) in a relevant field is required. A first-level university degree with additional qualifying experience may be accepted. Completion of degree or non-degree programs in data analytics or related fields is advantageous.

Experience:
A minimum of seven years of progressively responsible experience in strategic support for partnerships, project/programme management, resource mobilization, or development finance is required. Experience in developing and implementing partnership and resource mobilization strategies is essential. Familiarity with the United Nations system and inter-agency coordination is desired, along with knowledge of UN processes and regulations related to partnerships and development finance. Experience in data analytics is also desirable.

Languages:
Fluency in English is required, and knowledge of Russian is desirable. Knowledge of another official UN language is an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding).

Additional Notes:
This is a fixed-term limited position with an initial appointment of one year, subject to availability of funds and budgetary approval.
