Job Overview:
The position of Local Consultant for Gender in Disaster Risk Reduction involves assessing available data sources from an environmental and gender perspective in Georgia. The consultant will identify needs and opportunities for improving the production of gender data related to climate change and disaster risk reduction. This role is crucial in addressing the gender dimensions of climate-induced disaster risks, which are often overlooked in national disaster preparedness and response efforts. The consultant will work closely with various stakeholders, including government ministries and civil society organizations, to develop a comprehensive roadmap for gender and environment data collection and analysis. The consultant will also review existing methodologies and resources provided by UN Women to ensure alignment with international standards and best practices.

Duties and Responsibilities:
The consultant will be responsible for familiarizing themselves with UN Women’s established methodology on gender and the environment, conducting a desk review of Georgia-specific studies and reports to identify data gaps, and conducting stakeholder consultations to engage key national stakeholders. They will liaise with the National Statistics Office of Georgia and other relevant institutions to prioritize data needs and develop a roadmap for improving gender and environment data collection. The consultant will prepare an inception report, conduct assessments of data sources, draft a gender and environment data roadmap, and present the findings to national stakeholders for validation. The final roadmap will be submitted to UN Women, incorporating feedback from stakeholders.

Required Qualifications:
Candidates must possess an advanced degree (at least a Master's) in gender/women’s studies, human rights, sociology, law, statistics, international development, or a related field. Alternatively, a first-level university degree combined with seven years of relevant experience may be accepted. Candidates should have at least five years of professional experience in national survey methodologies, with a focus on gender and environment data analysis. Experience with administrative data sources and monitoring and evaluation systems is also required. Familiarity with the Georgian context and a solid understanding of national and international frameworks related to environment, climate change, and disaster risk reduction are essential. Previous experience with development agencies or the United Nations is an asset.

Educational Background:
The educational background required for this position includes an advanced degree (Master's level) in fields such as gender/women’s studies, human rights, sociology, law, statistics, international development, or a related discipline. A first-level university degree may be accepted in combination with extensive relevant experience, specifically seven years of qualifying experience in lieu of the advanced degree.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates with a Master's degree, or seven years for those with a Bachelor's degree. This experience should include work on national survey and census methodologies, particularly in analyzing and interpreting data related to gender and the environment. Candidates should also have experience working with administrative data sources and in monitoring and evaluation systems, including the design of indicators from a gender and environment perspective. Familiarity with the Georgian context is necessary, along with a solid understanding of relevant national and international frameworks.

Languages:
Fluency in Georgian is mandatory for this position, as it is essential for engaging with local stakeholders and conducting consultations. Fluency in English is considered an asset, as it may be necessary for reporting and communication with international partners and stakeholders.

This consultancy is home-based, allowing for flexibility in work arrangements. The consultant will be expected to deliver specific outputs by set deadlines, including an inception report, assessments of data sources, a draft roadmap, and a final validated roadmap. The position is part-time and project-based, with a focus on gender and disaster risk reduction.
