In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Analyst position at UN Women Ukraine focuses on leveraging innovation and technology to empower women and promote gender equality. The role involves supporting the effective management of strategic partnerships and initiatives, contributing to design" style="border-bottom: 1px dotted #007bff !important;">program design, implementation, and evaluation. The Programme Analyst will work closely with various stakeholders, including government officials, private sector actors, and civil society, to advance UN Women’s mission. The position requires a strong understanding of gender-responsive innovation ecosystems and the ability to analyze results achieved during program implementation. The Programme Analyst will also play a crucial role in developing a gender-inclusive innovation ecosystem that elevates women's leadership and participation in innovation processes, ensuring that advancements in technology benefit women and girls, particularly in the context of recovery and reconstruction efforts in Ukraine.

Duties and Responsibilities:
The Programme Analyst will be responsible for several key functions, including:
  • Contributing technically to the development of program strategies in the area of strategic partnerships, innovation, and technology.
  • Providing technical inputs to the design and formulation of program/project proposals and initiatives.
  • Analyzing program results and supporting the implementation of effective management systems for gender-responsive innovation programs.
  • Supporting the development of a gender-inclusive innovation ecosystem that elevates women's leadership and participation.
  • Coordinating and monitoring the implementation of program activities, including managing proposals and reviewing partner reports.
  • Providing technical assistance and capacity development support to program partners.
  • Monitoring progress on program activities and results, and providing inputs to reports.
  • Contributing to building partnerships and resource mobilization strategies, including identifying opportunities for collaboration on innovation and technology programs.
  • Assisting in advocacy, knowledge building, and communication efforts, including organizing events and developing knowledge products. 1
  • Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, international development, technology, management, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, is considered an advantage. Candidates should demonstrate strong analytical skills, the ability to synthesize complex information, and effective communication skills. Knowledge of innovation and technology is essential, along with experience in development program management and donor reporting.

Educational Background:
The educational background required for the Programme Analyst position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, international development, technology, or management. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. A project/programme management certification is a plus, indicating a formal recognition of the candidate's skills in managing projects effectively.

Experience:
Candidates should have at least 1 year of relevant work experience in development program management, project implementation, coordination, monitoring, evaluation, and donor reporting. Experience in innovation and technology fields is desirable, as is experience in coordinating with government agencies, donors, civil society, and private sector actors. Strong analytical skills and the ability to communicate complex information effectively are also important for this role.

Languages:
Fluency in English and Ukrainian is required for this position. Knowledge of another official UN language is considered desirable, enhancing the candidate's ability to engage with diverse stakeholders and contribute to UN Women’s global mission.
