Job Overview: The National Consultant position focuses on conducting a comprehensive analysis of early childhood care and education programmes in the Maldives. This role is integral to UNICEF's global commitment to foundational learning, which is essential for children's development and societal participation. The consultant will work closely with government partners to formulate a strategic plan aimed at enhancing foundational learning in the Maldives. This involves understanding the current landscape of early childhood education, identifying gaps, and proposing actionable strategies to improve the quality and accessibility of these programmes. The consultant will also engage with parents and stakeholders to assess their involvement and support in early childhood education, ensuring that the findings contribute to a holistic understanding of the educational ecosystem for young children in the Maldives.
Duties and Responsibilities: The consultant will be responsible for conducting thorough research and analysis of existing early childhood care and education programmes, including nursery and non-formal classes for children under four years of age. Key responsibilities include:
Collecting and analyzing quantitative and qualitative data related to early childhood education services in the Maldives.
Engaging with government officials, educational institutions, and community stakeholders to gather insights and perspectives on current practices and challenges.
Identifying disparities in service provision between the capital, Male’, and other islands, and documenting the implications of these disparities on children's development.
Evaluating the effectiveness of existing programmes and making recommendations for improvement based on evidence-based practices.
Preparing comprehensive reports that outline findings, conclusions, and actionable recommendations for enhancing early childhood education in the Maldives.
Presenting findings to UNICEF and government partners, facilitating discussions on policy implications and potential strategies for implementation.
Required Qualifications: Candidates must possess a minimum of a Master’s degree in social sciences, child development, education, or related fields. A PhD in a similar field is considered an added advantage. Extensive work experience in early childhood development or social science research is essential, along with a strong understanding of the social sector situation in the Maldives. Familiarity with UNICEF's mandate and policies, particularly regarding human rights and gender dimensions, is crucial. Proven skills in quantitative and qualitative data collection and analysis are required, as well as expertise in communication and facilitation, particularly in engaging with government and stakeholders in policy dialogue. A work sample from previous similar assignments will be beneficial.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as social sciences, child development, or education. A PhD in a related area is highly desirable and will enhance the candidate's profile. The educational qualifications should reflect a strong foundation in theories and practices related to early childhood education and development.
Experience: Candidates should have extensive experience in early childhood development or early learning, with a focus on social science research and studies. This experience should include direct involvement in projects related to early childhood education, demonstrating a deep understanding of the challenges and opportunities within this field. Familiarity with the Maldives' social sector and previous work with UNICEF or similar organizations will be advantageous.
Languages: Proficiency in English is mandatory, particularly in writing and communication. Additionally, excellent communication skills in Dhivehi are required to effectively engage with local stakeholders and communities. Knowledge of other languages may be considered an asset but is not mandatory.
Additional Notes: This consultancy position is not classified as a staff member under UNICEF's regulations, meaning that individuals engaged under this contract will not receive benefits such as leave entitlements or medical insurance coverage. The consultant will be responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the duration of the contract. Selected candidates must confirm their fully vaccinated status against COVID-19 with a WHO-endorsed vaccine, although this requirement does not apply to those working remotely.
