Job Overview:
The Programme Analyst, Population and Data Management for Policy and Services plays a crucial role in supporting the development and implementation of UNFPA's country programme in Peru. This position focuses on analyzing population issues and their relationship to development, as well as managing data and evidence to inform policy and programmatic decisions. The Programme Analyst will work closely with the Assistant Representative and other stakeholders to strengthen the country's capacity to analyze demographic, political, social, and economic trends. The role also involves utilizing new technologies, including data science and artificial intelligence, to enhance data management and evidence generation. The Programme Analyst will contribute to the formulation, implementation, monitoring, and evaluation of programs and projects, ensuring compliance with established procedures and alignment with UNFPA's strategic objectives.

Duties and Responsibilities:
The Programme Analyst will be responsible for several key duties, including:
  • Supporting the effective management of UNFPA activities related to population and development, ensuring successful achievement of Country Programme outputs.
  • Analyzing and proposing the use of sexual and reproductive health (SRH) epidemiological, demographic, and socioeconomic data, preparing documents and presentations for public policy formulation.
  • Providing innovative approaches, including the integration of data science in knowledge products and technical assistance to national statistical systems.
  • Managing UNFPA's population and development activities and ensuring data interconnectivity with outputs related to SRH and gender-based violence (GBV).
  • Participating in the formulation of the United Nations cooperation framework and drafting project documents and work plans.
  • Analyzing the political, social, and economic environment relevant to UNFPA's activities and identifying opportunities for intervention.
  • Supporting the implementation of census projects and strengthening the national statistical system.
  • Contributing to advocacy and capacity building for national population policy design.
  • Assisting in resource mobilization efforts and supporting public information meetings. 1
  • Acting as the focal point for monitoring and evaluation of the Country Office and representing UNFPA in interagency initiatives.

Required Qualifications:
Candidates must possess a Bachelor's degree in demography, population studies, statistics, epidemiology, economics, social sciences, or related fields. A Master's degree in demography, population studies, economics, statistics, epidemiology, or public policy is preferred. Certification in data science and/or data analysis is desirable. Candidates should have a strong understanding of population dynamics and their implications for development, as well as experience in program/project management.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as demography, population studies, statistics, epidemiology, economics, or social sciences. A Master's degree in similar disciplines is highly desirable. Additionally, candidates with certifications in data science or data analysis will have an advantage in the selection process.

Experience:
The position requires a minimum of five years of professional experience in development and population activities, with a focus on program/project management. Proven experience in designing, implementing, and analyzing Population and Housing Censuses, National Health and Demographic Surveys, and Gender-based Violence initiatives is desirable. Candidates should also have practical experience in monitoring and evaluating development projects and be proficient in using office software, web-based management systems, and statistical software.

Languages:
Fluency in both Spanish and English, spoken and written, is required for this position. Proficiency in additional languages may be considered an asset, but Spanish and English are mandatory for effective communication within the organization and with stakeholders.
