Job Overview: The Programme Officer (Disability Inclusion) will work under the direct supervision of the Head of Protection and Accountability to Affected Populations (AAP) within the Department of Humanitarian Response and Recovery (DHRR). This role involves providing substantive support and mobilizing resources for IOM’s engagement and commitments regarding the inclusion of persons with disabilities. The officer will ensure the development of inclusive programming in line with the Disability Inclusion (DI) Strategy, offering technical support to various departments and offices. The position also entails overseeing the implementation of the DI Strategy, participating in inter-agency initiatives, and acting as the primary focal point for the internal Disability Inclusion Network. The officer will promote good practices and knowledge sharing on disability inclusion and support events related to this theme.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer (Disability Inclusion) include:
Providing substantive support for IOM’s engagement in disability inclusion initiatives.
Mobilizing resources and developing initiatives aligned with the DI Strategy.
Offering qualitative technical support and advice for inclusive programming to relevant departments and offices.
Developing technical resources and conducting capacity development exercises for IOM staff.
Overseeing and assessing the implementation of the DI Strategy and coordinating with relevant departments.
Participating in inter-agency forums and initiatives on disability inclusion.
Acting as the primary focal point for the internal Disability Inclusion Network.
Promoting good practices through newsletters and network meetings.
Supporting internal or external events related to disability inclusion. 1
Performing additional duties as assigned in support of the Global Diaspora Confederation (GDC).
Required Qualifications: Candidates must possess a Master’s degree in Disability Inclusion studies, Social Policy, Political Science, Human Rights, International Relations, cooperation and development, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a university degree in the aforementioned fields with seven years of relevant experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate extensive knowledge of disability inclusion concepts and their intersection with gender and age, as well as strong interpersonal skills for negotiation and advocacy initiatives.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Disability Inclusion studies, Social Policy, Political Science, Human Rights, International Relations, or cooperation and development from an accredited academic institution. Alternatively, a university degree in these fields with additional years of relevant professional experience is acceptable. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional roles.
Experience: Candidates should have at least five years of professional experience in the field of disability inclusion, including two years of field experience in various contexts. Experience providing technical advice on disability inclusion across different sectors, including humanitarian and non-humanitarian contexts, is essential. Previous experience working within the UN System is advantageous. Candidates should also have experience in implementing and monitoring organization-wide disability inclusion strategies in large organizations similar to IOM, as well as experience in fundraising and donor dialogues for disability inclusion initiatives. Additional experience in advocacy, coordination, representation, and facilitation of high-level events is required, along with knowledge of innovative technology used in humanitarian and development work.
Languages: Fluency in English, both oral and written, is required for this position. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. IOM’s official languages are English, French, and Spanish, and all staff members must be fluent in one of these languages. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is open to internal candidates and previous IOM employees only. The duty station is Geneva, Switzerland, and the selected candidate may be authorized to telecommute, subject to approval. Internationally recruited professional staff are required to be mobile.
