Job Overview:
The position of Individual Consultant for Ocean Literacy is designed to support the establishment of an Intersessional Task Force on Ocean Literacy within the Western Pacific region. The consultant will work under the authority of the Director of the UNESCO Regional Office in Bangkok and the Head of the WESTPAC Office. The primary objective of this role is to enhance ocean literacy, which is defined as understanding the ocean's influence on individuals and vice versa. The consultant will be responsible for providing technical and operational support to the Task Force, coordinating ocean literacy activities, and ensuring alignment with the UN Ocean Decade goals. This role involves engaging with various stakeholders, conducting research on ocean literacy, and developing communication materials to promote awareness and education about the ocean. The consultant will also be expected to deliver monthly progress reports and a comprehensive ocean literacy strategy document for the region, ensuring that the initiatives are tailored to the needs of Member States and contribute to sustainable development.

Duties and Responsibilities:
The Individual Consultant will have a range of specific tasks, including: assisting in the establishment of the International Task Force on Ocean Literacy, providing day-to-day operational support, planning and managing Task Force meetings, facilitating communication among members, conducting research on ocean literacy frameworks, developing and implementing ocean literacy activities, engaging with stakeholders from various sectors, organizing workshops and awareness-raising activities, and producing knowledge products and communication materials. The consultant will also be responsible for documenting ocean literacy activities and ensuring that all outputs align with the objectives of the Intersessional Task Force and the broader goals of the UN Ocean Decade.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in relevant disciplines such as education, ocean and environmental science, governance, communication, or policy analysis. Additionally, candidates should demonstrate initiative, the ability to manage competing priorities, and a strong attention to detail. Excellent drafting skills and the ability to interact effectively with a diverse range of stakeholders are essential. Candidates should also possess strong analytical, diplomatic, and advocacy skills, as well as good IT skills, including proficiency in Microsoft Office applications.

Educational Background:
An advanced university degree (master’s or equivalent) is required for this position, with a focus on disciplines relevant to ocean literacy, such as education, ocean science, environmental governance, communication, and policy analysis. This educational background is crucial for understanding the complexities of ocean literacy and for developing effective strategies and initiatives in this field.

Experience:
A minimum of five (5) years of relevant professional experience in ocean literacy, ocean education, ocean science and governance, communication, and policy analysis is required. Candidates with experience at the international level are preferred, as this will enhance their ability to engage with a diverse range of stakeholders and understand the global context of ocean literacy initiatives.

Languages:
Excellent knowledge of English, both written and spoken, is mandatory for this position. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset and may enhance a candidate's suitability for the role.

Additional Notes:
The contract duration for this position is between 7 to 11 months, and it is open to external candidates. The consultant is expected to work primarily in person at the office, although remote work arrangements may be considered based on the nature of the tasks.
