Job Overview: The EVAW Programme Coordinator plays a pivotal role in coordinating actions aimed at ending violence against women and girls (VAWG) in Senegal. This position involves managing the development, implementation, monitoring, and reporting of programs within the Country Office (CO). The Coordinator will provide technical support for the implementation of the CO program, oversee monitoring and reporting, manage the program team’s budget and personnel, build partnerships, and develop resource mobilization strategies. The role requires a comprehensive understanding of the context in Senegal, particularly regarding the integrated approach needed to address VAWG effectively. The Coordinator will work closely with national partners and stakeholders to ensure that the EVAW portfolio is effectively managed and that the program's objectives are met.
Duties and Responsibilities:
Coordinate the EVAW Portfolios: Develop and implement the overall portfolio work plan in alignment with the Strategic Note/program document; liaise with the program team, national counterparts, donors, and partners to ensure program results are achieved and resources are managed effectively; prepare and present work plans, narrative progress reports, and expenditure status reports to the Programme Board and UN Women; establish systems for project planning, implementation, and monitoring in collaboration with partners; maintain documentation on relevant program activities, issues, and risks.
Guide coordination with national partners and stakeholders: Support the implementation and expansion of the EVAW Portfolio by coordinating relationships with national partners; provide guidance on performance indicators and monitoring results; identify capacity-building needs and support partners through technical assistance, mentoring, training, and cross-partner learning initiatives.
Coordinate monitoring and reporting on the EVAW Portfolios: Compile information necessary for monitoring and reporting on programs and projects; monitor activity implementation and fund expenditure by partners; conduct regular monitoring visits; write annual and quarterly reports; review and coordinate the submission of financial and narrative reports from implementing partners; provide inputs from EVAW program activities to Senegal Office reporting.
Manage financial resources and supervise staff: Supervise and manage a team of professional and administrative staff; review performance and mentor staff; coordinate the development and preparation of financial resources, including budgeting and expenditure tracking; oversee the allocation and disbursement of funds to partners.
Build partnerships and support resource mobilization strategies: Provide technical support for developing partnerships and resource mobilization strategies; identify potential areas of cooperation based on UN Women’s strategic goals, country needs, and donor priorities.
Advocate and facilitate knowledge building and management: Ensure documentation of the program implementation process aligns with UN Women guidelines; contribute to the exchange of information and knowledge products; organize advocacy campaigns, events, trainings, workshops, and knowledge products.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The position requires a Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an added advantage.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree along with two additional years of qualifying experience may suffice. A project/programme management certification is a plus.
Experience: At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component program interventions, preferably related to ending violence against women (EVAW). Experience in coordinating, implementing, monitoring, and evaluating development programs and projects is essential. Previous experience within the UN system is desirable.
Languages: Fluency in French and English is required for this position. A working knowledge of one of the local languages is considered desirable, enhancing communication and engagement with local stakeholders.
Additional Notes: The position involves supervisory responsibilities, leading a team of five, including four direct reports and one UN Volunteer. The role is full-time and may involve international recruitment.
