Job Overview:
The National Human Rights Officer position is a critical role within the OHCHR, responsible for planning and coordinating activities related to human rights mandates in Mozambique. The incumbent will conduct substantive research and analysis on human rights issues, assess their impact on the local situation, and ensure that human rights considerations are integrated into various political, humanitarian, and economic efforts. The officer will work closely with government entities, national human rights institutions, and civil society actors to promote and protect human rights, particularly focusing on civic space and the protection of human rights defenders. This role requires a strong understanding of human rights issues, the ability to conduct thorough research, and the capacity to deliver training and capacity-building initiatives. The National Human Rights Officer will also represent the UN human rights program in meetings and produce reports and communications on relevant human rights topics.

Duties and Responsibilities:
The National Human Rights Officer will be responsible for a variety of duties, including: planning and coordinating human rights activities; conducting research and analysis on human rights issues; collecting and analyzing human rights data, including gender-specific indicators; integrating human rights considerations into broader political and economic efforts; defining work plans in accordance with established terms of reference; supporting the implementation of the Office's strategy; providing technical assistance to government and civil society actors; representing the UN human rights program at meetings; designing and delivering capacity-building and training initiatives; writing reports and communications on human rights issues; and providing guidance to junior staff as needed. The officer may also be required to perform other related duties as assigned.

Required Qualifications:
Candidates must possess a strong knowledge of human rights issues, including their political, ethnic, racial, gender equality, and socio-economic dimensions. They should have the ability to identify and resolve human rights problems, conduct research, and analyze information effectively. The ideal candidate will demonstrate professionalism, teamwork, and strong planning and organizational skills. They should be able to work collaboratively with colleagues and stakeholders, prioritize tasks, and manage time efficiently. The role requires a commitment to gender perspectives and the equal participation of women and men in all areas of work.

Educational Background:
An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complex legal and social frameworks surrounding human rights.

Experience:
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area is required. Candidates with experience in managing and delivering capacity-building and training on human rights, as well as those with experience related to civic space and the protection of human rights defenders, will be viewed favorably. Experience working with international organizations is also desirable, as it demonstrates an understanding of the global human rights landscape and the ability to navigate complex institutional frameworks.

Languages:
Fluency in English (both oral and written) is required, as English is one of the working languages of the United Nations Secretariat. Additionally, fluency in Portuguese is required, given the location of the position in Mozambique. Knowledge of French is considered an asset, as it is another working language of the UN, and proficiency in multiple languages can enhance communication and collaboration with diverse stakeholders.
