Job Overview:
The Programme Officer (UN Volunteer) will play a crucial role in supporting UNICEF’s Palestinian Programme in Lebanon (PPL). This position involves implementing, monitoring, and reporting on planned activities and results as outlined in the Area Programme Document (APD) and the Rolling Work Plan (RWP). The Programme Officer will provide technical support to ensure effective and timely delivery of the programme in alignment with UNICEF's rules and regulations. The role requires a proactive approach to child protection, mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS), and gender-based violence (GBV) programme development and planning, as well as community mobilization for child rights.

Duties and Responsibilities:
The Programme Officer will be responsible for a variety of tasks, including:
  • Supporting the development and planning of Child Protection (CP), MHPSS, and GBV programmes by researching and analyzing relevant political, social, and economic trends.
  • Preparing technical reports and documentation to ensure accuracy and timeliness.
  • Strengthening community mobilization efforts for child rights and protection initiatives.
  • Promoting psychosocial health in schools and primary health care centers.
  • Monitoring the implementation of CP/MHPSS/GBV projects through field visits and reporting on performance indicators.
  • Ensuring gender and disability policies are integrated into partner interventions.
  • Contributing to knowledge management by assisting in data collection and analysis for PPL reports.
  • Participating in coordination meetings and supporting capacity-building plans.
  • Acting as Officer in Charge (OiC) for CP Programme implementation and ensuring adherence to PSEA policies.

Required Qualifications:
Candidates must possess strong analytical and research skills, with the ability to synthesize complex information into actionable insights. They should demonstrate excellent communication skills, both written and verbal, and have a proven ability to work collaboratively in a team environment. Additionally, candidates should exhibit adaptability and flexibility in their approach to work, as well as a commitment to UNICEF's values and principles.

Educational Background:
A bachelor's degree in social sciences, international development, public health, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance a candidate's competitiveness for the position.

Experience:
Candidates should have at least 2 years of relevant professional experience in programme development, implementation, and monitoring, particularly in child protection, mental health, and psychosocial support. Experience working with vulnerable populations, particularly in conflict-affected areas, is highly desirable. Familiarity with UNICEF's policies and procedures is an advantage.

Languages:
Fluency in Arabic and English is mandatory. Knowledge of French or other languages is considered an asset and may enhance communication with diverse stakeholders.

Additional Notes:
This is a national UN Volunteer position based in Beirut, Lebanon. The UN Volunteer will be responsible for arranging their own housing and living essentials. The position offers a Monthly Volunteer Living Allowance (VLA) of USD 1,606.58, along with annual and learning leaves, medical and life insurance, and free access to various learning platforms. National UN Volunteers are expected to be culturally sensitive and adapt to the local culture and traditions.
