Job Overview:
The Assistant Programme (Environmental and Social Safeguards) position is crucial for ensuring that the implementation of the Country Strategic Plan (CSP) in Togo is beneficial for both beneficiaries and the environment. The role involves working under the direct supervision of the Programme Manager and supporting the Resilience and School Feeding activities. The primary responsibility of the Environmental and Social Safeguards Expert is to conduct preliminary data analyses and anticipate solutions to mitigate environmental and social risks associated with interventions. This position is designed for a specialist who will assist the Country Office in ensuring compliance with the 'Do No Harm' principle, which is fundamental to WFP's operations. The role requires a proactive approach to integrating environmental and social considerations into project activities, ensuring that all interventions align with WFP's standards and contribute positively to the local context.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Programme include but are not limited to: developing an environmental monitoring program that includes indicators, institutional responsibilities, and associated costs; raising awareness among decision-makers and project technical leads about the importance of integrating environmental and social considerations into activities; managing environmental and social risks/impacts and overseeing the implementation and monitoring of safeguard instruments in compliance with WFP's Environmental and Social Standards (ESS); planning, executing, and monitoring activities in strict adherence to WFP's ESS and national environmental regulations; developing a work plan and ensuring the implementation and monitoring of the Environmental and Social Management Plan (ESMP) and the existing Environmental and Social Engagement Plan (ESEP); establishing an environmental and social monitoring dashboard and coordinating the monitoring, evaluation, and supervision of various activities to assess the effectiveness of risk management measures; ensuring the integration of environmental and social safeguards studies or activities into field agreements with cooperating partners; collaborating with environmental and social safeguard experts to develop and implement capacity-building programs and training for local stakeholders; monitoring the establishment and operationalization of the Complaints Management Mechanism (CMM); preparing specific reports on the implementation of ESMPs; archiving environmental and social safeguard documents; mastering the environmental and social management tools and instruments of various WFP projects; and performing any other tasks as required.

Required Qualifications:
Candidates must possess an advanced university degree or a university degree in one or more of the following disciplines: Environmental Sciences, Environmental and Social Assessment (EES/ESMP), Agronomy, International Development, Economics, or related fields. Alternatively, a first-level university degree with additional years of relevant professional experience may be accepted. The position requires a minimum of six (6) years of experience in environmental studies and/or audits, including at least one year of operational and relevant professional experience in implementing environmental protection policies and one year of experience in preparing Environmental and Social Impact Assessments (ESIAs) and implementing Environmental and Social Management Plans (ESMPs) in projects or programs.

Educational Background:
The educational background required for this position includes an advanced university degree in Environmental Sciences, Environmental and Social Assessment, Agronomy, International Development, Economics, or related fields. A first-level university degree may be acceptable if accompanied by additional relevant professional experience. This educational foundation is essential for understanding the complexities of environmental and social safeguards and their application in humanitarian contexts.

Experience:
The position requires a minimum of six years of relevant experience, with a strong emphasis on environmental studies and audits. Candidates should have at least one year of operational experience in implementing environmental protection policies and one year of experience in preparing Environmental and Social Impact Assessments (ESIAs) and implementing Environmental and Social Management Plans (ESMPs) in various projects or programs. This level of experience is crucial for effectively managing the environmental and social risks associated with WFP's interventions.

Languages:
Fluency in French (level C) is mandatory for this position, as it is the primary language of communication within the organization and the region. A good command of English (level B or C) is considered an asset, as it facilitates communication with international stakeholders and enhances collaboration within the global WFP network.

The position is offered under a Special Service Agreement (SSA) at level L6, with a duty station in Dapaong, Togo.
