Job Overview: The Programme Management Officer will play a crucial role in the development, implementation, and evaluation of assigned programmes and projects, particularly focusing on enhancing efficiency and service delivery. The officer will monitor and analyze programme/project development and implementation, review relevant documents, identify issues, and propose corrective actions. This role involves collaboration with key partners within the global operational support architecture, including various UN entities and external partners. The officer will support the establishment and negotiation of agreements, facilitate workshops and conferences, and assist in developing strategies for managing transitions in service delivery. A data-driven approach will be essential, requiring the collection, analysis, and communication of significant data to inform decision-making and programme management. The officer will also engage in policy development, undertake survey initiatives, prepare written outputs, and provide support for meetings and outreach activities. The position requires a proactive approach to coordinating budget-related activities and preparing necessary documents and reports.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties, including:
Participating in the development, implementation, and evaluation of assigned programmes/projects, focusing on efficiency and improved service delivery.
Monitoring and analyzing programme/project development and implementation, reviewing documents, identifying problems, and proposing corrective actions.
Collaborating with key partners within the global operational support architecture, including UN entities and external partners.
Supporting the establishment and negotiation of agreements, planning and facilitating workshops, and providing substantive input to conferences and retreats.
Utilizing data analytics and visualization tools to support decision-making and programme management.
Conducting research and analysis, preparing various written outputs, and providing support for consultative meetings.
Coordinating activities related to budget and funding, preparing related documents and reports.
Collecting and analyzing data to identify trends and provide insights for planning and reporting.
Performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of administrative and business operations, particularly in project management principles and practices aimed at improving service delivery. They should have the ability to manage collaborative projects and support relationships with internal and external partners in an international organization setting. Candidates must demonstrate analytical skills to identify issues and propose resolutions, as well as the ability to collect, organize, and disseminate significant amounts of information accurately. Strong communication skills are essential, including the ability to present findings clearly and effectively. Candidates should also exhibit planning and organizational skills, with the ability to set clear goals and manage conflicting priorities efficiently.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, applied analytics, economics, finance, business intelligence, human resources, programme management, supply chain, law, ICT, or another operational support-related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates should have experience in project/programme management focused on developing strategies and managing major transitions for clients. Experience in operational support reviews and analysis, including the use of data analytics and visualization tools, is also required. Desirable experience includes collaborating with diverse partners to improve operational service delivery in an international organization, designing and coordinating change management exercises, and implementing capacity development programmes.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official UN language is desirable.
