Job Overview: The EU Legal Compliance Officer plays a crucial role in supporting IOM Offices globally in identifying EU funding mechanisms and managing EU contracts. This position involves reviewing and analyzing agreements funded by the European Union from a compliance perspective, ensuring that IOM's projects align with EU regulations. The officer will provide legal compliance support to various IOM offices, enhancing their understanding and adherence to EU donor requirements. The role requires close coordination with the EU Financial Compliance Unit and involves acting as a liaison with EU institutions and other relevant bodies. The officer will also be responsible for capacity building initiatives, developing training materials, and contributing to knowledge management related to EU contracting.
Duties and Responsibilities:
Liaise with EU Institutions and other relevant bodies regarding EU-funded contracts, including negotiations and clarifications on donor templates.
Provide technical support to Global, Regional, and Country Offices in analyzing new EU funding sources and advising on compliance with donor requirements.
Coordinate contract reviews for EU-funded projects, acting as a secondary reviewer and supporting Country Offices in agreement reviews.
Ensure direct coordination with relevant HQ, Regional Offices, and Country Offices on contractual matters related to EU-funded projects.
Develop and conduct capacity building initiatives and training for staff on EU contracts and compliance.
Contribute to knowledge sharing and learning by organizing trainings and disseminating updates on EU contractual matters.
Manage the EU Legal Compliance Unit, overseeing its responsibilities and participating in relevant meetings.
Required Qualifications:
Bachelor’s degree in Law or a related field with four years of relevant professional experience; or a Master’s degree in Law or a related field with two years of relevant professional experience.
Proven experience in EU legal matters and applying institutional and EU legal policies.
Experience in contract review within an international organization is a distinct advantage.
Strong analytical and decision-making skills, with excellent negotiation and communication abilities.
Good technical knowledge of EU regulatory requirements and extensive experience with EU contract requirements.
Educational Background: Candidates must possess a Bachelor’s degree in Law or a related field, or a Master’s degree in Law or a related field from an accredited university listed in the UNESCO World Higher Education Database. A higher degree is preferred as it provides a distinct advantage in understanding complex legal frameworks and compliance issues.
Experience: Candidates should have proven experience in EU legal matters, including the application of institutional and EU legal policies and guidelines. Experience in contract review, particularly in an international organization, is highly desirable. Additionally, candidates should have experience in liaising with internal and external counterparts, preparing and delivering training, and managing diverse teams and projects. Experience in capacity building and development is also beneficial, as is experience working within the United Nations or EU institutions.
Languages: Fluency in English is required for this position, both oral and written. Proficiency in French and Spanish is considered an asset, as these are also official languages of IOM. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Officers are expected to perform work at a professional level, adhering to the same standards of recruitment qualifications and performance as International Professional staff. Appointment is contingent upon certification of medical fitness, verification of residency, and necessary government authorizations.
