The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is an international organization established to implement the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The organization is headquartered in Vienna, Austria, and is responsible for setting up a global verification system to monitor compliance with the treaty, which prohibits all nuclear weapon test explosions. The CTBTO aims to promote the goals of the treaty through a network of 337 monitoring stations worldwide, an international data center, and on-site inspections. Job Overview:
The Senior External Relations Officer will play a pivotal role in leading outreach initiatives with both States Signatories and non-signatories, as well as relevant regional and international intergovernmental organizations. This position is crucial for building and strengthening relationships that promote the goals of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and its universalization. The officer will be responsible for managing relationships with States and their Permanent Missions, formulating strategies to promote the treaty's implementation, and developing concept papers that advance organizational goals. The role requires conducting research, preparing background notes, and liaising with technical divisions to ensure effective communication and collaboration. The officer will also manage a team, organize international cooperation workshops, and represent the Provisional Technical Secretariat at various meetings and conferences, ensuring that the work of the Commission is effectively communicated and promoted.

Duties and Responsibilities:
The duties and responsibilities of the Senior External Relations Officer include leading the planning and implementation of outreach initiatives, managing relationships with States and their Permanent Missions, formulating strategies for treaty promotion, developing concept and strategy papers, conducting research, preparing background notes and correspondence, managing assigned staff, organizing international cooperation workshops, representing the Provisional Technical Secretariat at meetings, preparing reports on relevant meetings, and undertaking duty travel as necessary. The officer will also be responsible for ensuring high-quality results from their team, contributing to international conferences, and performing other duties as assigned by the Chief of the External Relations, Protocol and International Cooperation Section.

Required Qualifications:
Candidates must possess an advanced university degree in international relations, political science, public or business administration, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. Candidates with an advanced degree must have a minimum of seven years of relevant experience in an international setting, with specific experience in international security policy related to Africa being essential. Those with a first-level degree must have a minimum of nine years of relevant experience in a similar context. Demonstrated capability in managing and supervising teams in a multicultural environment is also required, along with strong communication skills and the ability to work independently on various issues.

Educational Background:
The educational background required for this position includes an advanced university degree in international relations, political science, public or business administration, or a related field. A first-level university degree may be accepted in combination with additional relevant experience. The emphasis is on candidates who have a strong academic foundation in areas related to international security and diplomacy, particularly as it pertains to the Comprehensive Nuclear-Test-Ban Treaty.

Experience:
Candidates should have extensive experience in an international setting, with a focus on international security policy, particularly related to Africa. The role requires a proven track record of managing teams and projects, demonstrating the ability to work on multiple issues simultaneously while achieving results in line with agreed objectives and deadlines. Experience in outreach and relationship management with governmental and intergovernmental organizations is highly desirable.

Languages:
Excellent written and oral communication skills in English are essential for this position. A good working knowledge of French and/or Arabic is desirable, as well as knowledge of other official CTBTO languages such as Chinese, Russian, and Spanish, which would be considered an asset.
