The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans nuclear explosions by everyone, everywhere: on the Earth's surface, in the atmosphere, underwater and underground. Since the Treaty is not yet in force, the organization is called the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It was founded in 1996, has over 260 staff from over 70 countries, and is based in Vienna. The CTBTO’s main tasks are the promotion of the Treaty and the build-up of the verification regime so that it is operational when the Treaty enters into force.

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is an international organization established to implement the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The CTBTO is headquartered in Vienna, Austria, and is responsible for setting up a global verification system to monitor compliance with the treaty, which prohibits any nuclear weapon test explosion or any other nuclear explosion. The organization operates a network of 337 monitoring stations worldwide, along with a communications system, an international data center, and on-site inspections to ensure adherence to the treaty. The CTBTO aims to promote global peace and security" style="border-bottom: 1px dotted #007bff !important;">security by preventing nuclear testing and fostering international cooperation in nuclear disarmament.

Job Overview:
The Programme and Budget Implementation Unit Leader will play a crucial role in supporting and facilitating result-based management planning, program and project management, and quality assurance standards within the International Data Centre Division. This position requires the development and maintenance of integrated mid-term plans and annual work programs, including the setting of priorities and goals. The leader will track implementation, prepare performance reports, and liaise with various areas of the Provisional Technical Secretariat to ensure compliance with quality standards. The role also involves compiling the Program of Work for the Division, developing budgets, monitoring execution, and coordinating with stakeholders to address issues proactively. The leader will serve as the divisional point of contact for ERP-related matters and support the IDC Director in preparing presentations and reports for policy-making organs. Additionally, the leader will participate in enhancing collaboration mechanisms for inter- and intra-divisional projects and represent the Division in meetings with States Signatories.

Duties and Responsibilities:
The duties and responsibilities of the Programme and Budget Implementation Unit Leader include:
  • Supporting result-based management planning and program/project management.
  • Developing and maintaining integrated mid-term plans and annual work programs and budgets.
  • Tracking implementation and preparing performance reports.
  • Compiling the Program of Work for the Division and developing budgets for implementation.
  • Monitoring program and budget execution and coordinating with various stakeholders.
  • Serving as the divisional point of contact for ERP-related issues and advising on financial transfers.
  • Supporting the IDC Director in preparing presentations and reports for policy-making organs.
  • Participating in the development and review of coordination mechanisms for projects and teams.
  • Leading the Planning, Programme and Budget Implementation Unit and supervising team activities. 1
  • Liaising with officials of States Signatories and representing the Division in meetings. 1
  • Responding to internal requests for information and preparing official document drafts as required. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess at least seven years of progressively responsible and relevant working experience in program and project administration, utilizing project management and strategic planning methods. Experience with Enterprise Resource Planning (ERP) systems, preferably SAP, is essential. Strong leadership and interpersonal skills are required, along with the ability to work collaboratively in a multicultural environment. Candidates should demonstrate the ability to prioritize, plan, and organize work effectively, as well as possess extensive knowledge of project management principles and their practical implementation. Certification in project management is required, with experience in PRINCE 2 being highly desirable. Knowledge of IPSAS is considered an asset, and experience in results-based budgeting, including the development and tracking of KPIs, is also necessary.

Educational Background:
An advanced university degree in public or business administration or a related field is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage programs and budgets within the organization.

Experience:
Candidates should have a minimum of seven years of progressively responsible experience in program and project administration. This experience should include the application of project management and strategic planning methods and techniques. The ideal candidate will have a proven track record of leadership and the ability to work collaboratively in a diverse team environment. Experience with ERP systems, particularly SAP, is also a critical requirement for this role.

Languages:
Excellent written and oral communication skills in English are mandatory for this position. Knowledge of other official CTBTO languages, including Arabic, Chinese, French, Russian, and Spanish, is desirable and will be considered an asset in the selection process.
